Role Overview
The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a highly skilled and experienced Business Analyst 4 for a critical, short-term engagement within the Data Analytics and Visualization team. This role is pivotal in assessing the integrity of the agency’s data infrastructure. The successful candidate will be responsible for reviewing and assessing existing data sources and data source systems to identify potential threats to data validity and reliability. This is a hybrid position requiring 2-3 days per week on-site at the Richmond, VA office. Due to strict budget cycles, this contract has a firm end date of June 15, 2026.
Key Responsibilities
- Conduct comprehensive reviews of existing data systems, including WAMS, CONNECT, and other state-specific repositories.
- Identify and document threats to data validity and reliability across various divisions including Community Services, Clinical and Quality Management, and Administration.
- Collaborate with Subject Matter Experts (SMEs) and stakeholders through interviews and shadowing to understand data workflows.
- Perform source system table analysis and synthesize findings into prioritized threat assessment reports.
- Develop actionable recommendations to mitigate identified threats and improve the department’s ability to attest to data reliability.
- Review system training materials and data source documentation to ensure alignment with data integrity standards.
- Translate complex technical issues into plain language for executive leadership and non-technical stakeholders.
Required Qualifications and Skills
- Minimum of 5 years of Business Analysis experience specifically within IT software and application projects.
- Advanced proficiency in MS Excel, including Power Query and data warehouse integration.
- Proven ability to analyze both structured and unstructured data sets.
- Strong background in evaluating business processes and system procedures.
- Exceptional interpersonal and facilitation skills, with the ability to build trust and working relationships across diverse departments.
- Experience in project management and self-management within a fast-paced environment.
- A Master’s degree in Business Administration with an IT concentration, or a Bachelor’s degree in Computer Science/IT with equivalent experience.
Preferred Experience
- Experience conducting threat or risk assessments within a public sector or state government environment.
- Familiarity with health, behavioral health, or human services data systems.
- Experience validating data used for compliance, performance measures, or regulatory reporting.
- Knowledge of SQL for data querying and analysis.
- Previous experience supporting system modernization or large-scale data improvement initiatives.
Special Requirements
Hybrid (2-3 days on-site); Local Richmond candidates preferred; Virtual initial interview followed by mandatory In-Person interview; Hard contract end date of June 15, 2026.
Compensation & Location
Salary: $130,000 – $165,000 per year (Estimated)
