Role Overview

The Connecticut Department of Children and Families (DCF) is seeking a highly skilled and experienced Senior Salesforce Developer to join their mission-critical application development team in Hartford, CT. This role is pivotal in supporting and advancing the agency’s core systems, specifically CT-KIND and IV-E, which constitute Connecticut’s Federally-reimbursed Statewide Automated Child Welfare Information System (SACWIS). Originally implemented in 1996, these systems are utilized by over 2,000 social workers and case managers daily. The applications have undergone continuous enhancement to meet rigorous data capture and process functionality requirements driven by child welfare case practices and evolving State and Federal legislation. As the agency transitions toward the next-generation Comprehensive Child Welfare Information System (CCWIS), the selected candidate will play a vital role in ensuring that Connecticut maintains efficient, economic, and effective tools to support Child Welfare Staff, Providers, and the families of Connecticut.

Key Responsibilities and Scope of Work

  • Serve as a Senior Full Stack Developer participating in all phases of the Software Development Life Cycle (SDLC), including requirements verification, system design, development, testing, and long-term maintenance.
  • Support existing custom Salesforce applications while actively participating in the SDLC process for the new CT-KIND system.
  • Collaborate closely with System Integrators to facilitate the transfer of knowledge and ensure the ongoing maintenance of specific solution modules.
  • Design and develop robust Salesforce components using APEX, Lightning Web Components (LWC), and VisualForce Pages.
  • Implement full-stack solutions that leverage Object-Oriented Programming (OOP) principles, CRUD operations, and modern design patterns.
  • Provide deep technical analysis and requirements gathering to integrate various agency applications seamlessly.
  • Create and maintain high-quality technical documentation, including architectural diagrams and deployment guides.
  • Mentor less experienced staff members, sharing technical expertise and judgment to help the team accomplish complex goals.

Required Technical Skills and Experience

  • A minimum of 10 years of professional experience in software development and information systems.
  • At least 5 years of dedicated Salesforce development experience, with a strong emphasis on Apex coding and design patterns.
  • Advanced knowledge of Salesforce architecture, including SOQL, SOSL, and platform security models.
  • Proven experience with .NET OOP and Service-Oriented Architecture (SOA) is highly preferred.
  • Familiarity with modern JavaScript Frameworks (such as React, Angular, or Vue) to support full-stack initiatives.
  • Strong SQL skills for data management and integration tasks.
  • Comprehensive understanding of End-to-End Web Development processes.

DCF Information Systems provides the technology expertise and infrastructure for approximately 3,300 employees. This position offers the opportunity to work on systems that directly impact the safety, permanency, and well-being of children in care, particularly in compliance with the 1991 Juan F. Work Schedule and Application Requirements

This position is based in Hartford, CT, with a hybrid work schedule requiring onsite presence either 2 days every 2 weeks or 1 day per week. Compensation & Location

Salary: $145,000 – $185,000 per year (Estimated)
