Role Overview
The Project Manager (PM) will join a high-performing PMO team within the State of Iowa’s Division of Information Technology (DoIT). This role is critical for the governance, assessment, and management of IT projects that support the Department of Management (DOM) and its various partners. The PM will act as a service provider for the State of Iowa’s shared service organization, ensuring that IT assets and resources are managed effectively to serve the citizens of Iowa. The successful candidate will be a self-starter capable of taking full ownership of project lifecycles while operating within a structured government environment.
Key Responsibilities
- Adhere to established project management governance, utilizing required templates and reporting methodologies.
- Generate detailed project schedules and identify necessary staffing resources for complex IT initiatives.
- Manage the procurement process for vendor products and implementation services, ensuring compliance with state regulations.
- Submit funding requests and manage project budgets to ensure fiscal responsibility.
- Conduct project meetings and provide transparent status updates to stakeholders at all levels, including executive committees.
- Identify and mitigate project risks and issues, escalating to leadership when necessary to maintain project momentum.
- Gather and define complex business requirements and translate them into actionable project plans.
- Manage scope creep with a focus on delivering a minimum viable product (MVP) that meets core business needs.
- Collaborate with cross-functional teams and upper-level state government committees to align IT strategy with legislative direction.
- Track project progress and modify schedules as needed to accommodate changing priorities.
Required Qualifications
- Minimum of 8 years of experience in direct management of system integration projects.
- 8 years of experience managing stakeholder expectations and priorities in a complex, multi-agency environment.
- 8 years of experience working within a formal project governance structure (methodology, templates, and reporting).
- 8 years of experience planning and tracking multiple major impact projects simultaneously.
- Strong process development, gap analysis, and documentation skills.
- 6 years of experience gathering and documenting business requirements from diverse user groups.
- Excellent organizational, presentation, and interpersonal skills with the ability to motivate teams.
Work Environment and Compliance
This is a hybrid position requiring the candidate to be onsite in Des Moines, IA, 2-3 days per week. Candidates must be local to the Iowa area. The selection process includes a webcam or in-person interview scheduled for February 11-13. Use of AI-generated responses during screenings is strictly prohibited and will result in disqualification. Selected candidates must undergo a comprehensive background check, including fingerprinting, managed by the Department of Management. This role requires the ability to multi-task on continually changing priorities as prescribed by leadership in response to department and legislative direction.

Compensation & Location
Salary: $190,000 – $205,000 per year
