Position Summary
We are looking for two (2) Senior Business Analysts to support a high-profile public-sector client in St. Paul, MN. This role serves as a vital link between business units, operations, and centralized information services. You will be responsible for supporting, enhancing, and optimizing enterprise-level business, financial, and operational systems. This position combines the traditional duties of a Business Analyst with the technical depth of a Business Systems Analyst, and may require stepping into Product Owner responsibilities as needed.
Core Responsibilities
- Business & Systems Analysis: You will facilitate requirements gathering sessions with stakeholders to create comprehensive Business Requirements Specifications (BRS). You will also assist QA leads in maintaining Requirements Traceability Matrix (RTM) artifacts and develop wireframes to support solution design.
- Process Optimization: Document current-state processes and design future-state maps. You will perform cost-benefit and ROI analyses to identify inefficiencies and process gaps, recommending system improvements to drive operational excellence.
- Agile Delivery: Work within Agile teams to define features and manage user story backlogs. You will participate in all Agile ceremonies, including sprint planning, daily standups, and retrospectives, serving as a subject matter expert for the user community.
- System Maintenance: Review and implement vendor-delivered system enhancements. You will be responsible for maintaining foundation tables, security structures, and ensuring seamless integration with other enterprise applications like PeopleSoft Financials and HRMS.
- Data Management: Extract and manipulate system data to support executive decision-making. You will create custom queries and datasets, integrating them with reporting tools like Power BI to improve automation and visibility.
- Leadership: Lead cross-functional initiatives and provide guidance to junior analysts. You will manage project plans, schedules, and budgets while collaborating with external vendors to ensure quality deliverables.
Technical Environment
The successful candidate will support a variety of enterprise systems, including PeopleSoft Financials, PeopleSoft HRMS, Hastus, and Regional Fare Collection Systems. Proficiency in SQL for reporting and advanced MS Excel skills (pivot tables, VLOOKUPs) are essential for success in this role.
Qualifications
- Education: Bachelor’s degree in Business Administration, Finance, MIS, or Economics. A Master’s degree is preferred and may substitute for two years of experience.
- Experience: At least 5 years of experience as a Business or Systems Analyst, with 2+ years specifically focused on configuring or enhancing enterprise business applications.
- Preferred Skills: IIBA Certification, experience with SaaS implementations, and familiarity with collaboration tools like Miro or Mural. Experience in transit or large-scale transformation initiatives is a significant plus.

Visa: USC/GC/H4/gc-EAD; Required onsite interview; Local to Twin Cities area only.
Compensation & Location
Salary: $110,000 – $150,000 per year (Estimated)
