Role Overview
The Senior Project Manager will be a pivotal figure in the Department of Behavioral Health and Developmental Services (DBHDS) infrastructure, specifically overseeing the sourcing, planning, and implementation of new Chemistry Lab Analyzers across four major DBHDS facilities. This is a high-impact role requiring a blend of technical acumen, procurement expertise, and healthcare domain knowledge. The Project Manager may be asked to take on additional projects if they have bandwidth, ensuring that all initiatives align with the agency’s strategic goals. The successful candidate will manage the project budget, partner with procurement on sourcing suppliers, and plan all project deliverables including implementation. This role is critical for modernizing laboratory capabilities and ensuring the highest standards of patient care through advanced diagnostic technology.
Day to Day Responsibilities
- Coordinate vendors and consultants, as well as DBHDS and business staff, in the execution of Business and IT projects and related procurements.
- Coordinate and oversee the development of proposals, statements of work, statements of requirements, and RFP responses to ensure technical and business alignment.
- Assist in team development while holding teams accountable for their commitments and removing roadblocks to their work.
- Manage deadlines and push the team to ensure timelines are met, maintaining a rigorous project schedule.
- Facilitate multi-disciplinary teams in the development of plans, goals, objectives, policies, and procedures for completion of a project.
- Oversee and manage execution and coordination of day-to-day project activities as required.
- Manage working relationships with key stakeholders, including executive management, business management, vendors, project sponsors, suppliers, and technology management.
- Track and communicate a project’s progress from a schedule, cost, and risk perspective to the project team, customers, and project stakeholders.
- Collaborate with external (vendor/suppliers) and internal technology leads and solution architects to incorporate agency best practices into project plans.
- Drive consistent project delivery through the entire project lifecycle, including execution of procurements, definition of project plans, resource allocation, and management of project risks.
- Monitor progress by third-party vendors and define and measure their progress with metrics.
- Develop and maintain project budget, plans, task lists, schedules, risks, and status, to include resource allocation and schedules.
- Adhere to DBHDS and VITA project management practices and governance requirements.
- Facilitate resolution of technical issues and lead the scoping and technical requirements gathering for single or multiple work-streams.
Professional Requirements
Candidates must possess a PMP certification from PMI and have at least 15 years of professional experience in project management. A deep understanding of the healthcare industry is mandatory, specifically regarding laboratory environments or medical equipment implementation. The candidate must be adept at navigating complex government procurement processes and VITA governance. Strong communication skills are essential for managing diverse stakeholders and ensuring that project goals are clearly understood and met. The ability to work onsite in Richmond, VA is required, and candidates should be aware that parking is not provided for contractors at this location. This role demands a proactive leader who can drive results in a fast-paced, high-stakes environment.

Compensation & Location
Salary: $145,000 – $185,000 per year (Estimated)
