Role Overview: Senior Cobol Developer (Government Sector)
We are seeking a highly skilled and experienced Senior Cobol Developer to join our mission-critical project team in Albany, NY. This role is pivotal in maintaining and enhancing the Child Support Management System, a vital government infrastructure that serves thousands of citizens. As we move into 2026, the stability and efficiency of legacy mainframe systems remain a top priority for public sector digital transformation. The ideal candidate will bring over eight years of deep technical expertise in mainframe environments, specifically working with COBOL 74 and 85 standards.
Key Responsibilities and Technical Depth
- Lead the analysis, design, and development of complex mainframe applications using COBOL, ensuring high performance and reliability for high-volume government transactions.
- Utilize extensive knowledge of TIP screens, ECL (Executive Control Language), and batch processing to optimize system workflows and reduce latency in data processing.
- Perform rigorous unit and integrated testing on mainframes to ensure that all code changes meet the strict compliance and security standards required for government data.
- Conduct deep-dive error diagnostics and debugging in production environments to resolve critical system incidents and maintain 24/7 availability of the Child Support Management System.
- Extract and document complex business rules and process logic from legacy COBOL codebases to facilitate future modernization efforts and ensure knowledge retention.
- Collaborate with database administrators to manage RDMS and DMS database structures, ensuring data integrity across complex data dictionaries and source code repositories.
- Provide technical leadership and mentorship to junior developers, guiding them through code walk-throughs and best practices in mainframe architecture.

Qualifications and Experience
- Minimum of 8 years of professional experience in complex software development projects.
- At least 2 years of experience in a leadership or lead developer capacity.
- Proven track record of 8+ years working directly with COBOL 74/85 on mainframe platforms.
- 5+ years of experience in system analysis, design, and integrated testing.
- Extensive experience with government IT projects, specifically within social services or financial management domains.
- Strong proficiency in RDMS/DMS database structures and mainframe utility tools.
- Excellent communication skills for translating technical logic into business-readable documentation.

Compensation & Location
Salary: $135,000 – $175,000 per year (Estimated)
