Role Overview
OptumCare is seeking a highly specialized Senior SailPoint NERM & ISC Developer to lead the design, development, and implementation of identity governance solutions. This role is critical for managing the identity lifecycle of non-employees, including contractors and vendors, within a complex healthcare environment. As a senior member of the Identity and Access Management (IAM) team, you will drive secure and compliant solutions using the latest cloud-native SailPoint Identity Security Cloud (ISC) capabilities. The position requires a deep understanding of Non-Employee Risk Management (NERM) and the ability to collaborate with cross-functional teams, including security architects, application owners, and compliance stakeholders, to deliver scalable, policy-aligned identity solutions.
Key Responsibilities
- Lead the design and implementation of SailPoint ISC and NERM modules to ensure robust identity governance.
- Develop and maintain complex workflows, rules, and policies within the SailPoint ecosystem.
- Integrate SailPoint ISC with various enterprise systems, including Active Directory, Azure AD, ServiceNow, and HR platforms.
- Utilize Java, BeanShell, XML, and REST/SOAP APIs to customize and extend SailPoint functionality.
- Implement risk scoring models and access governance frameworks specifically for non-employee identities.
- Ensure all identity processes align with healthcare industry requirements and compliance frameworks such as HIPAA, HITRUST, and SOX.
- Collaborate with security teams to define and implement Role-Based Access Control (RBAC) and access certification processes.
- Participate in Agile development cycles and contribute to DevSecOps practices to ensure continuous delivery and security.
- Provide technical leadership and mentorship to junior developers and team members.
- Troubleshoot and resolve complex technical issues related to identity lifecycle management and system integrations.
Technical Requirements
The ideal candidate will possess over 8 years of experience in Identity and Access Management (IAM), with a minimum of 5 years focused on SailPoint platforms. Extensive experience with SailPoint Identity Security Cloud (ISC) and at least 2 years of experience implementing NERM or third-party identity governance solutions in cloud environments is required. Proficiency in Java development, BeanShell scripting, and working with XML and web services (REST/SOAP) is essential. Candidates should have a strong understanding of identity lifecycle processes, RBAC, and access certification in cloud-native platforms. Familiarity with Optum or healthcare industry IAM requirements is a significant advantage. SailPoint certifications, such as ISC Certified Implementation Engineer, are highly desired.
Security and Compliance
Due to the sensitive nature of the data and systems involved, this position requires a US Citizen based in the United States who is able to pass a public trust background check. You will be responsible for maintaining the highest standards of security and ensuring that all identity governance activities are fully compliant with federal and industry regulations. This includes regular audits, documentation of processes, and proactive risk management.

Compensation & Location
Salary: $145,000 – $195,000 per year (Estimated)
