Role Overview

We are seeking a highly experienced Senior Mainframe Developer and Program Manager to lead critical technical initiatives within the healthcare domain, specifically focusing on the ACAS domain for our clients CTS and CVS. This role requires a unique blend of deep technical expertise in legacy IBM mainframe systems and the strategic leadership capabilities of a Program Manager. With a minimum requirement of 15 years of experience, the successful candidate will be responsible for overseeing complex claims processing workflows, ensuring that technical specifications align perfectly with evolving business needs while maintaining the highest standards of regulatory compliance and system performance.

Technical Responsibilities

  • Perform comprehensive requirement analysis and engineering tasks specifically tailored for the ACAS domain, translating high-level business objectives into granular technical specifications.
  • Lead the design, development, testing, and debugging of large-scale mainframe applications utilizing COBOL, JCL, VSAM, DB2, and CICS.
  • Architect robust technical documentation frameworks to support long-term mainframe development and maintenance cycles.
  • Conduct rigorous code reviews to enforce quality standards, maintainability, and adherence to architectural best practices.
  • Oversee User Acceptance Testing (UAT) and manage complex production deployment activities in high-availability environments.
  • Utilize advanced IBM mainframe tools including z/OS, ISPF, TSO, File-aid, and various Source Control Management (SCM) systems.
  • Manage the end-to-end code migration lifecycle, including package creation, promotion across Test, QA, and PROD regions, and the implementation of Post-Installation Verification and Backout strategies.

Program Management & Leadership

  • Drive Agile development methodologies across cross-functional teams to ensure timely delivery of software increments.
  • Act as a primary liaison between technical teams and business stakeholders to resolve complex technical issues and bugs.
  • Mentor junior and mid-level developers, fostering a culture of technical excellence and continuous improvement.
  • Strategize on system optimizations to handle the high volume of healthcare claims processing efficiently.
  • Ensure all development activities comply with healthcare industry standards and data security protocols.

Qualifications

  • 15+ years of professional experience in Mainframe development and technical leadership.
  • Mandatory proficiency in COBOL, DB2, and CICS as evidenced by significant project history.
  • Deep domain expertise in healthcare claims processing and associated legacy systems.
  • Proven track record of managing large-scale programs and technical teams in a remote environment.
  • Excellent analytical, problem-solving, and communication skills.

Compensation & Location

Salary: $155,000 – $210,000 per year (Estimated)
