Role Overview
The Virginia Retirement System (VRS) is seeking a highly skilled Senior IAM Engineer / IAM Subject Matter Expert to join our technology team in Richmond, VA. This is a critical role focused on leading the architecture, implementation, and optimization of our enterprise identity ecosystem. As the primary authority on our Okta tenant, you will be responsible for designing sophisticated automation workflows, managing complex federations, and ensuring a robust Zero Trust security posture across the organization.
Key Responsibilities
- Design and maintain a scalable Okta architecture that supports multi-domain, multi-forest, and hybrid cloud environments, ensuring high availability and security.
- Develop and manage complex ‘Joiner-Mover-Leaver’ (JML) processes using Okta Workflows and API-based provisioning (SCIM) to automate user lifecycle management.
- Authorize and secure application access using modern protocols including SAML 2.0, OIDC, and OAuth 2.0.
- Lead high-complexity integrations involving Inbound Federation (Okta as a Service Provider) and Org2Org configurations.
- Reduce manual overhead by automating IAM tasks using Python, PowerShell, or JavaScript, interacting directly with Okta’s REST APIs.
- Manage secure access to infrastructure via Okta Advanced Server Access and Okta Access Gateway for on-premises web applications.
- Act as the final escalation point for complex identity-related issues, performing deep-dive root cause analysis using Okta System Logs and API monitoring.
- Collaborate with security and infrastructure teams to implement and enforce Zero Trust principles.
Technical Requirements
- Extensive experience with Okta Identity Cloud, including Okta Workflows and Advanced Server Access.
- Strong proficiency in identity protocols: SAML, OAuth 2.0, and OpenID Connect (OIDC).
- Hands-on experience with SCIM provisioning and API integrations.
- Scripting expertise in Python, PowerShell, or JavaScript for automation.
- Experience with hybrid cloud environments and Active Directory forest management.
- Knowledge of Zero Trust architecture and modern security best practices.
Professional Qualifications
- Proven track record of leading IAM architecture projects in large-scale enterprise environments.
- Excellent analytical and problem-solving skills with the ability to perform root cause analysis on complex identity issues.
- Strong communication skills to interact with both technical teams and business stakeholders.
- Ability to work in a hybrid environment, being on-site in downtown Richmond a few times per week.

Compensation & Location
Salary: $145,000 – $195,000 per year (Estimated)
