Role Overview
The Texas Department of Public Safety (TXDPS) is seeking a highly qualified and seasoned Process Improvement Manager 3 to spearhead enterprise-level process optimization and operational excellence initiatives. This critical role is based in Austin, TX, and operates under a hybrid work model, requiring candidates to be local to the Austin area. As a Process Improvement Manager, you will be at the forefront of evaluating existing business processes, identifying systemic inefficiencies, and designing sophisticated, data-driven improvement strategies that align with the department’s broader digital transformation objectives. The ideal candidate will possess a deep mastery of Lean and Six Sigma methodologies, coupled with the ability to engage diverse stakeholders and translate complex operational needs into functional requirements for modern technology solutions.
Key Responsibilities
- Conduct comprehensive, end-to-end reviews of business processes across multiple departments to establish a baseline for operational performance.
- Document and analyze ‘As-Is’ workflows using advanced Lean and Six Sigma methodologies to pinpoint bottlenecks, redundancies, and waste.
- Design optimized ‘To-Be’ workflows that incorporate measurable performance improvements and support the organization’s strategic goals.
- Provide data-driven recommendations to executive leadership to enhance throughput, reduce operational costs, and improve end-user satisfaction.
- Translate optimized business processes into detailed functional and non-functional specifications for IT and product development teams.
- Collaborate closely with system architects to ensure that process improvements are compatible with modular or low-code technology platforms.
- Facilitate high-impact process mapping workshops and collaborative working sessions with cross-functional teams.
- Engage with key stakeholders to gather qualitative insights and validate proposed improvement strategies.
- Develop comprehensive implementation roadmaps and transition plans to ensure the successful adoption of new workflows.
- Establish robust operational metrics and ROI tracking frameworks to monitor the long-term success of process changes.
- Support organizational change management initiatives, including the development of training materials and the delivery of staff workshops.
Required Qualifications and Experience
- A minimum of 8 years of professional experience in Process Engineering or Business Process Improvement within an enterprise-level environment.
- At least 5 years of hands-on experience in Current State Evaluation and Process Redesign, specifically conducting As-Is/To-Be analysis.
- Proven experience in Software Requirements Specification (SRS), with the ability to bridge the gap between business needs and technical implementation.
- Active Six Sigma Black Belt certification with a track record of applied experience in complex, large-scale projects.
- Demonstrated leadership in managing large-scale transformation initiatives across cross-functional departments.
- Expert-level proficiency in process modeling tools such as Microsoft Visio or similar industry-standard software.
- Exceptional stakeholder management skills, including the ability to influence senior leadership and facilitate complex group discussions.
- Strong analytical background with experience in KPI tracking, ROI measurement, and performance analysis.
Preferred Skills and Environment
- Prior experience working within a government agency or a highly regulated public sector environment is strongly preferred.
- Formal Lean methodology training or additional certifications beyond the Black Belt level.
- Familiarity with modern automation platforms, digital transformation tools, and low-code development environments.
- Ability to thrive in a hybrid work environment, balancing independent analysis with collaborative in-person sessions in Austin.

Compensation & Location
Salary: $135,000 – $178,000 per year (Estimated)
