Opportunity: Solution Architect for Public Health

We are seeking a highly skilled Solution Architect to support the California Department of Public Health (CDPH) in Sacramento, CA. This role is critical to the modernization of public health infrastructure, focusing on the design and implementation of integrated IT systems that handle sensitive health data. While the position offers remote flexibility, occasional in-person meetings in Sacramento are required to ensure close collaboration with state stakeholders and project teams. This is a high-impact role where your architectural decisions will directly contribute to the health and safety of millions of Californians.

Core Responsibilities and Technical Leadership

  • System Architecture: You will be directly responsible for architecting integrated IT systems that support public health initiatives. This includes designing external system interfaces that utilize system-enforced, role-based secure data access and entry privileges to protect sensitive information.
  • Data Pipeline Design: Lead the design and implementation of robust data pipelines and processing solutions. You will manage complex data flows from multiple Data Submitters, ensuring that information is processed accurately, securely, and in compliance with state and federal regulations.
  • Application Integration: Oversee the integration of new solutions with existing legacy applications. You will ensure that all system components work seamlessly together, maintaining high availability and performance across the enterprise.
  • Security and Compliance: Implement rigorous security protocols within the architecture. This includes role-based access control (RBAC), encryption at rest and in transit, and ensuring all designs meet the stringent security standards required for health data systems.
  • Stakeholder Engagement: Collaborate with CDPH leadership, clinical experts, and other IT professionals to translate public health requirements into technical architectures. You will provide expert guidance on the feasibility and impact of proposed solutions.
  • Documentation and Quality: Maintain comprehensive architectural documentation, including system diagrams, data flow maps, and security assessments. You will ensure that all architectural artifacts align with the State of California’s project and procurement standards.

Mandatory Qualifications

  • Education: A Bachelor’s degree in Computer Science, Management Information Systems, or a related field is required. Candidates must provide a copy of their degree as part of the application process.
  • Core Experience: At least three (3) years of full-time experience as a Solution Architect. This experience must include direct responsibility for architecting integrated IT systems with secure data access and integration with other applications.
  • Data Processing: At least three (3) years of full-time experience as a Solution Architect specifically focused on data pipelines and processing solutions involving multiple external data sources.

Desirable Skills and Domain Expertise

  • Public Sector Experience: Three (3) or more years of experience architecting systems within the public sector, particularly for state or local government agencies.
  • Health Data Systems: One (1) to three (3) years of experience as a Solution Architect for health data systems or Health Information Exchange (HIE) systems. Familiarity with HL7, FHIR, and HIPAA regulations is a significant advantage.
  • Communication: Proven ability to communicate effectively with both technical and non-technical audiences, including executive leadership and external partners.

Compensation & Location

Salary: $150,000 – $200,000 per year (Estimated)
