Position Summary
We are looking for a Senior Business Analyst with a CBAP certification to lead critical agency projects in Albany, NY. This is a long-term onsite engagement focused on documenting and understanding complex business processes in relation to state and federal compliance regulations, specifically SAMSHA mandates. The analyst will be responsible for defining ‘To-Be’ requirements that align with the agency’s long-term technology roadmap and digital transformation goals.
Core Responsibilities
- Lead Joint Application Development (JAD) sessions to capture As-Is and To-Be business processes and use cases.
- Conduct intensive interviews with agency unit stakeholders to document mission-critical business requirements.
- Analyze stakeholder needs using various techniques to convert them into validated functional and non-functional requirements.
- Create and maintain comprehensive software development artifacts, including BRDs, use cases, and flow diagrams.
- Develop detailed wireframes, report mockups, and user interface specifications for new application designs.
- Manage the entire requirements lifecycle, including the creation of a traceability matrix and change control management.
- Develop and execute test plans and test cases, facilitating User Acceptance Testing (UAT) with end-users.
- Ensure all documentation meets the standards required for state-mandated reporting and regulatory compliance.
Technical Skills and Experience
- At least 84 months (7 years) of experience in eliciting and analyzing stakeholder business needs.
- 84 months of experience creating software artifacts such as swim lane diagrams, context diagrams, and textual use cases.
- 84 months of experience facilitating requirement workshops and structured walkthroughs.
- 72 months of experience in requirements management and establishing baselines.
- 60 months of experience in UAT and test case development.
- Mandatory CBAP (Certified Business Analysis Professional) certification from the IIBA.
- Strong background in public administration, health science, or computer science.
Additional Information
This role requires a high level of integrity and professional verification. Candidates must be prepared for an in-person interview and a thorough validation of all previous work experience and legal work documents (H1B, EAD, GC). The position is strictly onsite in Albany, NY, from day one, offering a stable long-term contract with a high probability of extension beyond the initial 24-month period.

Compensation & Location
Salary: $130,000 – $170,000 per year
