Role Overview

We are seeking a highly skilled and experienced Data Architect for a long-term 12+ month contract position located in Virginia Beach, VA. This is a hybrid role requiring local residency within a 30-mile radius of the Virginia Beach area. The successful candidate will be responsible for designing and maintaining comprehensive data architecture frameworks that span across credentialing platforms and government systems. This role is pivotal in developing data models, database schemas, and integration patterns that support critical digital infrastructure such as digital credentials, transcripts, and vital records. You will be working at the intersection of education technology and government IT, ensuring that data flows securely and efficiently between various stakeholders.

Key Responsibilities

  • Design and maintain comprehensive data architecture frameworks spanning both credentialing platforms and government systems.
  • Develop robust data models, database schemas, and integration patterns supporting digital credentials, transcripts, apostilles, and vital records.
  • Create and enforce stringent data governance policies to ensure full compliance with FERPA, state regulations, and government data security standards.
  • Define data standards and metadata management strategies across multiple platforms to ensure consistency and reliability.
  • Lead the technical strategy for data integration between legacy systems and modern cloud-based solutions.
  • Ensure data architecture meets SOC2 Type II requirements and government security standards.
  • Design and implement data encryption, access controls, and audit mechanisms for sensitive credential and vital record data.
  • Collaborate with security teams to conduct threat modeling and implement data protection measures.
  • Architect data pipelines and ETL processes for credential issuance, verification, and digital record management.
  • Design APIs and integration layers that enable secure data exchange with educational institutions and government agencies.
  • Optimize database performance and scalability to handle high-volume credential processing and verification requests.
  • Design data warehousing and business intelligence solutions supporting operational and strategic decision-making.
  • Create data models that enable reporting on credential issuance, verification trends, and system usage across both platforms.
  • Develop KPIs and metrics frameworks to measure platform performance and customer satisfaction.
  • Partner with product managers, engineers, and stakeholders to translate business requirements into technical solutions.
  • Mentor development teams on data best practices, modeling techniques, and architectural patterns.

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s degree preferred).
  • Minimum of 7+ years of professional experience in data architecture, database design, and enterprise data management.
  • Strong expertise in relational databases including PostgreSQL, MySQL, and SQL Server.
  • Proficiency with NoSQL databases such as MongoDB and DynamoDB.
  • Proven experience with major cloud data platforms including AWS, Azure, or GCP and modern data stack technologies.
  • Deep understanding of data modeling techniques, normalization, and dimensional modeling.
  • Extensive experience with ETL/ELT tools and data integration platforms.
  • Strong knowledge of data security principles, encryption methods, and access control frameworks.
  • Proficiency in SQL and at least one programming language (Python, Java, or similar).
  • Experience with API design and RESTful web services.
  • Solid understanding of compliance requirements such as SOC2, FERPA, or government regulations.

Preferred Skills and Experience

  • Experience in education technology, credentialing systems, or government IT sectors.
  • Knowledge of digital credential standards like Open Badges, W3C Verifiable Credentials, or Blockcerts.
  • Familiarity with blockchain or distributed ledger technologies for credential verification.
  • Experience with government systems, apostille processes, or vital records management.
  • Professional certifications such as TOGAF or AWS Certified Solutions Architect.
  • Experience with data governance frameworks and master data management (MDM).
  • Knowledge of identity and access management (IAM) systems.
  • Experience with CI/CD pipelines and infrastructure as code (Terraform, CloudFormation).

Physical Requirements

  • Primarily office-based role requiring sitting for extended periods of time working on a computer.
  • Ability to lift up to 15 pounds at times.
  • Good vision, with or without corrective lenses, to sustain adequate visual focus over a period of time.
  • Fine motor skills, including the full use of and muscle control required to make precise hand movements relative to tasks requiring hand-eye coordination.

Compensation & Location

Salary: $175,000 – $225,000 per year (Estimated)
