Role Overview

The Department is seeking a highly skilled and experienced IT Project Manager to lead a diverse portfolio of information technology projects. This role is critical in bridging the gap between business stakeholders and technical execution teams. The successful candidate will manage projects ranging from complex software development and hardware replacements to data migrations, strategic planning, and governance administration. This position requires a deep understanding of the Project Management Body of Knowledge (PMBOK) and adherence to State of Florida (FDACS) rules and guidelines. The Project Manager will play a key role in ensuring that requirements are clearly defined and aligned with project objectives, working within Agile frameworks and leveraging modern DevOps tools for tracking and delivery.

Key Responsibilities

  • Lead and manage end-to-end IT projects, including software development, hardware upgrades, and strategic governance initiatives.
  • Utilize Earned Value Management (EVM) techniques, specifically monitoring Cost Performance Index (CPI) and Schedule Performance Index (SPI) for effective budget tracking.
  • Facilitate stakeholder workshops and meetings to elicit, analyze, and document detailed business requirements.
  • Operate within Agile frameworks, specifically Scrum and Feature Driven Design (FDD), to deliver iterative project solutions.
  • Maintain project backlogs, user stories, and acceptance criteria using Azure DevOps or GitHub.
  • Develop and manage comprehensive project plans using tools such as Microsoft Project, Smartsheet, Jira, or Trello.
  • Identify and document project risks and issues, maintaining a robust risk register and proactive mitigation plans.
  • Collaborate closely with assigned Business Analysts to ensure project deliverables align with business needs.
  • Support and coordinate testing activities, including the creation of User Acceptance Testing (UAT) cases.
  • Provide expertise on best practices for business analysis and continuous process improvement.
  • Ensure all projects adhere to PMBOK standards and specific State of Florida regulatory guidelines.

Technical Environment and Tools

The project environment is heavily integrated with modern DevOps and project management tools. Candidates must be proficient in:

  • Azure DevOps and GitHub for backlog management and requirement traceability.
  • Microsoft Project and Smartsheet for detailed scheduling and resource tracking.
  • Business Intelligence tools such as Power BI or Tableau to provide insights and support decision-making.
  • UML, BPMN, and process flow diagrams for accurate process modeling and workflow analysis.

Required Qualifications and Experience

  • Minimum of 5 years of experience as an IT Project Manager leading software development and infrastructure projects.
  • Proven experience with Earned Value Management (EVM) and financial performance monitoring.
  • Strong knowledge of Agile methodologies, including Scrum and Feature Driven Design.
  • Experience in a government or public sector environment is highly preferred.
  • Excellent verbal and written communication skills, with the ability to present complex technical information to non-technical stakeholders.
  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or a related field.
  • Professional certifications such as PMP, Certified Scrum Master (CSM), or CBAP are strongly preferred.
  • Experience with cloud computing and enterprise architecture is a significant plus.

Compensation & Location

Salary: $120,000 – $175,000 per year (Estimated)

Location: Tallahassee, FL
