Role Overview: Senior Business Analyst – HRIS Transformation
We are seeking a highly experienced Business Analyst with a deep technical background in Human Resource Information Systems (HRIS) to lead a critical system transformation project. This role is pivotal in the implementation of Workday HCM for a massive state government workforce of approximately 70,000 employees. The project involves the comprehensive replacement of legacy PeopleSoft HCM systems with a modern Workday environment. The successful candidate will provide supplemental project support across key functional areas including Talent Acquisition, Performance Management, Compensation, Benefits, and Core HR functions.
Key Responsibilities and Deliverables
- Data Migration and Conversion: Lead the effort to review and resolve complex data conversion issues. You will be responsible for successfully mapping data from legacy PeopleSoft systems to the new Workday architecture, ensuring data integrity throughout the transition.
- Validation and Testing: Employ advanced validation techniques to ensure the success of data conversion cycles. You will develop comprehensive test plans and scripts, conduct rigorous testing, and manage the requirements traceability matrix to ensure all business needs are met.
- Technical Support and Maintenance: Provide high-level technical support in the maintenance and enhancement of HR systems. Act as a primary liaison between assigned business units and the technical development team to resolve system issues and implement functional improvements.
- Documentation and Training: Create detailed software user guides, process maps, and other supporting documentation. You will also be responsible for providing user support and delivering training sessions to ensure a smooth adoption of the new system by state employees.
- Stakeholder Management: Serve as a subject matter expert for HRIS processes, facilitating communication between technical teams and business stakeholders to ensure project alignment with organizational goals.
Required Qualifications and Skills
- Extensive Experience: A minimum of 13 years of professional experience is required, with at least 4 years specifically focused on implementing or administering large-scale HRIS platforms.
- Technical Proficiency: Advanced knowledge of MS Excel, SQL, and modern data analysis tools is essential for managing large datasets and performing complex mapping.
- Domain Expertise: Direct experience in large-scale data conversion projects is mandatory. Prior experience with PeopleSoft HCM and Workday HCM is highly preferred.
- Public Sector Experience: Previous experience supporting technology initiatives within the state government or public sector is a significant advantage.
- Communication: Exceptional written and verbal communication skills, with the ability to present high-quality, detailed deliverables to executive leadership.

Must Have State Govt Exp; Locals are highly applicable; Hybrid work arrangement in Atlanta, GA.
Compensation & Location
Salary: $145,000 – $185,000 per year (Estimated)
