Job ID: 3181749

Job Overview:

This is an exceptional opportunity for a highly skilled Python/R Programmer to join a critical project aimed at enhancing federal reporting capabilities for a key agency. The successful candidate will play a pivotal role in transforming existing, unvalidated coding processes and reporting mechanisms into robust, industry-standard solutions. This long-term contract position requires an individual contributor with a strong quantitative analysis background, dedicated to researching, developing, and meticulously maintaining statistical reporting models primarily in R.

Project Background:

The core objective of this initiative is to assist the agency in meeting stringent federal reporting requirements. Currently, the agency’s coding processes and reporting outputs lack proper validation, leading to potential inaccuracies and compliance risks. This project mandates a complete overhaul, requiring the rewriting of legacy code and reporting frameworks to align with current industry best practices. A crucial aspect of this role involves comprehensive documentation of all business rules, methodologies, and revisions to ensure transparency, reproducibility, and long-term maintainability.

Key Responsibilities:

  • Research, develop, and maintain sophisticated statistical reporting models using R programming language.
  • Analyze existing legacy coding processes and reporting structures to identify areas for improvement and modernization.
  • Rewrite and refactor current coding and reporting requirements to adhere to contemporary industry standards and best practices.
  • Document all newly established business rules, methodologies, and revision histories meticulously to ensure clarity and auditability.
  • Design, build, and deliver robust statistical models capable of handling complex data sets and generating accurate insights.
  • Prepare and deliver high-quality documentation and presentations to support the ongoing use and maintenance of developed models and libraries.
  • Collaborate effectively with both functional and technical consultants to ensure seamless model building, integration, and successful deployment.
  • Actively participate in all phases of the software development lifecycle, including development, back testing, deployment, and User Acceptance Testing (UAT).
  • Implement rigorous data validation, quality assurance protocols, and develop comprehensive audit trails to ensure data integrity and compliance.
  • Apply strong quantitative research and analytical problem-solving skills to address complex data challenges and derive meaningful conclusions.
  • Translate intricate technical findings and statistical results into clear, concise, and actionable insights for non-technical stakeholders.
  • Champion and implement best practices for version control, reproducibility, and structured model governance to ensure the reliability and scalability of all developed solutions.

Required Skills and Experience:

  • Minimum of 5+ years of hands-on R programming knowledge, coupled with a strong statistical background and understanding.
  • Demonstrated ability to build and deliver robust statistical models.
  • Proven experience in delivering high-quality documentation and presentations to support and maintain model and library use.
  • Proficiency in interacting with functional and technical consultants to ensure successful model building and deployment.
  • Extensive experience in development, back testing, deployment, and UAT processes.
  • Advanced proficiency in R Language and R Studio (5+ years).
  • Strong command of SQL Manager and SQL Language (5+ years).
  • Experience with ADABAS/Natural (1+ year).
  • Familiarity with Agile methodologies (1+ year).
  • Experience with Power BI (1+ year).
  • Advanced proficiency in R for statistical modeling, data manipulation, scripting, and reproducible reporting (20% weighting).
  • Proven experience in developing and validating statistical reporting models (15% weighting).
  • Solid knowledge of federal reporting standards and regulatory compliance requirements (15% weighting).
  • Demonstrated ability to rewrite legacy coding processes using current industry standards (15% weighting).
  • Expertise in documentation of business rules, methodologies, and revision history (10% weighting).
  • Proficiency in data validation, quality assurance, and audit trail development (10% weighting).
  • Exceptional quantitative research and analytical problem-solving skills (10% weighting).
  • Ability to work independently as an individual contributor (5% weighting).
  • Excellent communication skills, particularly in translating technical findings for non-technical stakeholders (5% weighting).
  • Experience with version control, reproducibility practices, and structured model governance (5% weighting).

This role demands a self-motivated and highly analytical professional who can thrive in an independent work environment while contributing significantly to a critical government project.
