Job Summary:

Prospect Infosystem Inc. is seeking a skilled Business Analyst/Consultant to join our client, the Wisconsin Department of Financial Institutions (DFI), in Madison, WI. This is a long-term contract position requiring the candidate to be a Wisconsin resident. The role involves growing and operating the IT Solution Delivery program, serving as an expert resource in business systems analysis, process reengineering, and technology application.

Essential Duties and Responsibilities:

  • Business Systems Analysis: Review, analyze, and evaluate business systems and user needs to formulate IT solutions that align with business strategies.
  • Process Improvement: Engage in business process reengineering and identify new applications of technology to enhance business efficiency and effectiveness. Develop business process maps to visualize current and future states.
  • Solution Development: Prepare solution options, conduct risk identification, and perform financial analysis for proposed IT initiatives. Develop requests for proposals (RFPs) for necessary solutions.
  • Quality Assurance & Testing: Perform testing, validation, and quality assurance of DFI’s information technology systems. Develop and execute test cases, scripts, plans, and procedures. Record test progress and results, following software development life cycle (SDLC) methodologies.
  • Stakeholder Management: Maintain a high degree of professionalism, especially during interactions with executive leadership. Lead and participate in teams representing business needs to technical staff and vice versa, facilitating clear communication and understanding.
  • Policy & Procedure Development: Create and implement IT policies, procedures, standards, and guidelines. Review existing and proposed rules, policies, and procedures for their impact on business processes, proposing adjustments as needed.
  • Requirements Documentation: Analyze and document business rules, business and technical requirements, and system operations and procedures. Coordinate efforts to clarify, revise, develop, and implement process descriptions and functional programming specifications.
  • Problem Solving: Track system problems and their resolution using DFI’s help desk and bug-tracking systems. Investigate and analyze system problems and design effective solutions.
  • Testing & Validation: Develop software testing plans and conduct software tests from components to entire systems. Identify and analyze issues, bugs, and defects, recommending and facilitating solutions. Document user-acceptance test criteria and conduct user/system acceptance testing. Provide thorough feedback on needed enhancements.
  • Data Integrity: Analyze business data integrity throughout the project lifecycle.

Top Required Skills (7+ years of experience):

  • Advanced knowledge of business analysis: Including business process documentation, business process design, requirements gathering, and functional design.
  • Advanced knowledge of quality assurance and software testing methodologies: Expertise in planning, executing, and managing software testing processes.
  • Knowledge of project management principles, methods, and practices: Understanding of project lifecycles, resource allocation, and risk management.
  • Effective and professional communication and interpersonal skills: Ability to interact professionally with a diverse range of customers, including executives.
  • Highly self-motivated: Ability to effectively prioritize and execute tasks with strong attention to detail and a proactive approach.

Top 2-3 Nice-to-Have Skills:

  • ITIL 4 Foundation certification or similar
  • CompTIA A+ certification or similar
  • PMP certification or similar

About the Role:

This position is based at the Hill Farms State Office building in Madison, WI. The role requires a deep understanding of IT concepts, practices, and technologies, with the potential to lead the work of others. It’s an excellent opportunity for an experienced Business Analyst/Consultant to contribute significantly to a state-level IT program.
