Job Overview
We are looking for a Solutions Cloud Architect for a hybrid role in Richmond, VA. This position is more of a lead/oversight/guidance role rather than hands-on Cloud Architecture. The FAS Solution / Cloud Architect serves as a technical lead responsible for overseeing, governing, and guiding a new Fiscal Agent Services (FAS) technology solution that supports the Medicaid enterprise system and its business operations. This role works closely with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with Medicaid Program goals, federal and state regulations, enterprise architecture standards, and modernization initiatives.
Key Responsibilities
- Oversee and guide technical implementation of a new Fiscal Agent Services module, as part of the Medicaid Enterprise System (MES) system.
- Ensure solutions align with CMS (Centers for Medicare & Medicaid Services) guidelines, MITA maturity goals, interoperability standards, and federal modularity requirements.
- Lead architectural reviews, assess solution implementation, and ensure alignment with enterprise architecture and technical policies.
- Evaluate system integration needs across modules such as Eligibility and Enrollment, Provider Services, ThirdParty Liability, Pharmacy, and Data Warehousing.
- Provide architectural guidance for system interfaces, data exchange standards, APIs, security models, and cloud adoption strategies.
- Develop architectural artifacts such as logical and physical diagrams, data flow documentation, integration patterns, and technical roadmaps.
- Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, state security policies, and other applicable controls.
- Participate in governance processes, review change requests, and ensure solutions are sustainable and maintainable.
- Provide leadership and guidance to project teams, business analysts, developers, and external partners throughout the solution lifecycle.
Required Skills and Experience
- 10+ years of experience in architectural modeling, data management concepts, and security best practices.
- 10+ years of excellent communication and stakeholder engagement skills, including the ability to explain technical concepts to non-technical audiences.
- 10+ years of experience collaborating with vendors, system integrators, and multidisciplinary teams.
- 10+ years of proficiency with cloud platforms (Azure, AWS, or equivalent).
- Must have State Government experience and locals are highly applicable.
- Note: Need Healthcare Experience.
Highly Desired Skills
- 10+ years of experience designing or supporting large scale healthcare or government IT systems, preferably Medicaid or MES modules.
- 10+ years of strong understanding of MITA framework and federal interoperability requirements.
- 10+ years of knowledge of emerging and traditional technologies such as: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5.
- 10+ years of knowledge of databases, ETL tools, relational databases, SharePoint, X12, and legacy programming.
- 10+ years of knowledge of enterprise integration, service oriented architecture, APIs, cloud computing, ETL and modular system design.
- 8+ years of prior work with Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES).
- 8+ years of relevant certifications such as AWS/Azure Architect, or equivalent.
- 8+ years of experience in state government, public sector consulting, or large enterprise architecture roles.

Compensation & Location
Salary: $130,000 – $150,000 per year (Estimated)
