Role Overview:
The DDAP Senior Project Manager will lead the implementation and enhancement of critical IT projects for DDAP, including the iSMART (Training Management System replacement) and ongoing support for the Web Infrastructure for Treatments (WITS) product. This role is responsible for the overall success of the DDAP program implementation, ensuring projects are completed on schedule, within budget, and meet all business, technical, and quality requirements.
Key Responsibilities:
- Direct, administer, manage, and facilitate enhancements, business process re-engineering, or development of high-priority, strategic IT projects.
- Manage the complete project lifecycle, including planning, design, programming, testing, and implementation.
- Develop and manage detailed Project Management Plans, including scope, resources, budget, and personnel.
- Ensure project tasks provide value and support the strategic direction of the project and meet service commitments.
- Monitor and track project progress against the schedule and budget, taking corrective action as needed.
- Prepare and deliver status reports to stakeholders, senior leadership, and project teams.
- Ensure all changes to scope follow established Change Management Plan processes and are documented.
- Develop and implement Communication Plans and Deliverables Matrices for effective stakeholder engagement.
- Manage, track, and mitigate project risks and issues using a RAID Log.
- Build and maintain strong relationships with key stakeholders and customer representatives.
- Serve as the primary point of contact for all project-related issues and their resolution.
- Ensure project compliance with HHS DC IT PMO methodology, standards, and procedures.
- Coordinate system testing and deliver presentations as necessary.
- Plan, coordinate, and conduct training and orientation sessions for project teams.
- Conduct peer reviews and present proposals as needed.
- Balance workload with project members’ capacity and engage management proactively.
- Mentor less experienced project management staff.
- Facilitate discussions between IT areas and vendors to ensure program area needs are met.
- Follow HHS DC IT Daptiv guidelines and provide weekly project updates.
Operational Requirements:
- Candidates must reside in Pennsylvania upon submittal; no relocation.
- Must be able to work in the Harrisburg office two (2) days a week as requested.
- Familiarity with the Project Management Institute (PMI) five phases of project management.
- Proven experience leading projects to successful implementation.
- Strong interpersonal skills for consulting with program areas and IT teams.
- Ability to analyze and resolve problems, ensuring collaboration and agreement on solutions.
- Experience with Enterprise ELS PM for ELS initiative support.
- Accountable for activities with delivery cycles of 8 to 12 months.
- Responsible for the development of estimates for enhancement, business process re-engineering, or development efforts.
- Ensure new project estimates are approved by DDAP and agreed upon.
- Accountable for the approval and sign-off of the Project Management Plan with customer representatives and stakeholders.
- Accountable for the delivery of all work tasks identified in the Project Management Plan and Project Schedule.
- Design project plans identifying needs and defining major tasks and milestones.
- Notify team members of project timelines, milestones, phases, work requests, target dates, and approved executable work packages.
- Schedule or monitor status reviews, project management inspections, and software quality assurance reviews.
- Capture and report required project management metrics.
- Analyze and distribute reports on project metrics associated with work items related to improvement measures.
- Create, review, and obtain approval of the Communication Plan and Deliverables Matrix.
- Prepare status reports for project team, team leads, group leads, Sponsor, and stakeholders.
- Report status and recommendations to senior leadership.
- Provide input and support for continual improvement within the HHS DC IT PMO.
- Work closely with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
- Identify and manage project risk, and develop risk mitigation strategies, and track to closure.
- Plan project specific training and orientation needs.
Special Requirements
Candidates must reside in Pennsylvania. Hybrid work model requiring 2 days/week in the Harrisburg office. No relocation. Must be able to work in the Harrisburg office two (2) days a week as requested.
Compensation & Location
Salary: $70 – $90 per year (Estimated)
