About the Role:

We are seeking an experienced Oracle PL/SQL Developer to join our team. This role involves architecting, developing, and optimizing PL/SQL packages, procedures, functions, and database objects that support critical systems. You will be responsible for creating and maintaining dynamic web UI screens using PL/SQL and SQL Developer, as well as modernizing legacy PL/SQL-driven interfaces to align with newer statewide standards.

This position requires close collaboration with analysts, business owners, and technical teams across various departments within the State of Maine. You will translate policy and program requirements into functional system enhancements, ensuring compliance with all State of Maine technical, security, and administrative standards, including documentation expectations and contract-aligned deliverables. Participation in code reviews, knowledge transfer sessions, and contributing to the improvement of shared development practices are also key aspects of this role.

Key Responsibilities:

  • Architect, develop, and optimize PL/SQL packages, procedures, functions, and database objects.
  • Create and maintain dynamic web UI screens from PL/SQL using SQL Developer.
  • Modernize legacy PL/SQL-driven interfaces and transition or integrate with newer statewide standards.
  • Collaborate with analysts, business owners, and technical teams across departments.
  • Translate policy and program requirements into system functionality.
  • Ensure compliance with State of Maine technical, security, and administrative standards.
  • Participate in code reviews, knowledge transfer, and improvement of shared development practices.

Required Skills & Experience:

  • Expert-level experience with Oracle PL/SQL (19c).
  • Proven track record generating web pages, forms, or interfaces directly in PL/SQL.
  • Strong SQL tuning, data modeling, and performance optimization skills.
  • Ability to review, understand, and enhance legacy codebases common in long-lived systems.

Preferred Qualifications:

  • Experience integrating PL/SQL systems with REST APIs, SOAP services, or enterprise data platforms.
  • Comfortable working with Git and enterprise deployment practices.
  • Previous experience or knowledge of accounting systems and/or methodologies; governmental experience is preferred but not required.
  • Experience with Oracle cloud is a nice-to-have skill.

Soft Skills:

  • Strong communication skills; able to explain technical concepts to non-technical State program staff.
  • Commitment to teamwork and collaborative problem-solving.
  • Ability to balance technical excellence with policy-driven requirements and documentation needs.

This is a hybrid role requiring one day per week onsite in Augusta, ME. Candidates must be local to Augusta and not willing to relocate.


Special Requirements

Hybrid. Must be able to report onsite in Augusta once a week. Client is not interested in candidates willing to relocate.


Compensation & Location

Salary: $70,000 – $110,000 per year (Estimated)

Location: Augusta, ME
