About the Role:

We are seeking a remote Lead Systems Analyst with a completed bachelor’s degree and a strong healthcare insurance background. This role requires 8+ years of experience in performing data mapping projects using HL7 FHIR. The primary objective is to guide BCBSA’s Systems Analysts in generating HL7 FHIR data specific reports, developing comprehensive data models, and creating data exchange documents for a long-term success roadmap. The Lead Systems Analyst will be instrumental in converting older versions of HL7 data maps (v2 and v3) into FHIR, focusing on ETL processes for medical insurance claims data and establishing standards with provided HIPAA-compliance information for internal technical teams at BCBSA.

This position is less hands-on development and more focused on providing subject matter expert (SME) guidance in HL7 FHIR. While backend SQL scripting tasks are still appreciated, knowledge in XML, JSON, and Erwin is also beneficial. There is no direct design or development experience required, as system requirements will be relayed to the internal BCBSA Ab-Initio development team for enhancements to their Healthcare Effectiveness Data and Information Set (HEDIS) web-based and mobile application.

Key Responsibilities:

  • Guide Systems Analysts in generating HL7 FHIR data specific reports.
  • Develop comprehensive data models and data exchange documents.
  • Convert older HL7 data maps (v2 and v3) into FHIR.
  • Perform ETL processes for medical insurance claims data.
  • Establish standards with HIPAA-compliance information.
  • Provide subject matter expert (SME) guidance in HL7 FHIR.
  • Perform backend SQL scripting tasks.
  • Collaborate with business users to understand and flesh out requirements.
  • Provide technical mappings and models for technical teams.
  • Communicate with all levels and areas, translating business requirements into functional and technical requirements.
  • Work smartly and efficiently to deliver project deliverables on time.

Job Requirements:

  • Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or equivalent work experience.
  • Minimum 8 years of IT work experience including application system design and implementation.
  • Experience with SQL, XML, JSON, Erwin, HL7 formats including FHIR, and Ab-Initio.
  • Experience with HL7 data formats for Interoperability, including exchange mechanisms, implementation mechanisms, mapping data from HL7 formats to FHIR, and storing HL7 data for query and analysis.
  • Experience with Data Warehousing, Data profiling, Data Quality analysis, and Data Analytics.
  • Experience in creating SA technical artifacts such as Functional Requirements Specifications (FRS), Requirements Traceability Matrix (RTM), Source to Targets (S2Ts), Data Exchange Documents (DEDs), and Data Models.
  • Advanced SQL query skills and experience in a data analyst role with strong data analysis and analytical skills.
  • Minimum 3 years of data modeling including one or more of the following: Postgres, DB2 or comparable.
  • Effective at gathering and analyzing business requirements and current system behavior, and collaborating to create system design specification documents including functional specifications, system use cases, mock-ups, and design models.
  • Demonstrated experience working within a complex team environment, working with multiple vendor teams, providing SME support across multiple programs.
  • Experience with reference data management/governance and end-to-end data lineage.
  • Knowledge of multiple development methodologies.
  • Strong collaboration, facilitation, and listening skillset.

Preferred Qualifications:

  • HL7 certifications for FHIR.
  • Master’s degree in Computer Science, Information Systems, or related field.
  • Familiarity with data governance, data lineage, data quality, and security.
  • Familiarity with BCBS and healthcare industry concepts (e.g., HEDIS, EHR).
  • Knowledge of Federal Employee Program.
  • Familiarity with AWS.

Additional Comments:

  • Most projects are in the backend data warehouse environment. Data pipeline, data analysis/profiling, and strong SQL skills are essential. Data modeling, ETL, and data governance knowledge/experience are highly valued.
  • This immediate project involves collecting data in HL7 v2 and v3 formats, converting them to FHIR, and storing it to build a data repository, followed by building an API to share the data.
  • The candidate must be able to interact with business users to understand and flesh out requirements.
  • The candidate must be able to provide technical mappings and models for the technical teams to implement.
  • The candidate should be a technical systems analyst or data analyst, potentially a data engineer, rather than a typical Business Analyst or front-end person, though some of those skillsets are acceptable.
  • The candidate must be able to communicate with all levels and areas and translate business requirements into functional and technical requirements.
  • The candidate should be a highly motivated individual contributor capable of working smartly and efficiently to get deliverables completed on time.

Special Requirements

Visa Status: Open to all work authorizations (U.S. citizen, green card, OPT, etc.), but visa must run for the next five months. Interview Mode: Final round video interview via MS Teams (week starting April 20, 2026). Domain: Healthcare/Insurance. No government clearance needed.


Compensation & Location

Salary: $60 – $72 per year
