Job Overview
The Railroad Commission of Texas is seeking an experienced Mainframe Programmer Analyst (Level 3) to perform advanced programming tasks in an IMS/application mainframe environment. This role involves analyzing, designing, and supporting software solutions while working with minimal supervision and a high degree of independence. All work produced will be considered property of the Railroad Commission of Texas. Candidates may be required to undergo a criminal background check as per Texas law.
Key Responsibilities
- Perform advanced programming in a mainframe (IMS) environment.
- Analyze business requirements and design effective software solutions.
- Oversee and contribute to programming projects.
- Translate legacy batch code into modern programming languages.
- Present research findings in clear business terms for requirement creation.
- Create flow diagrams for batch processes to improve understanding.
- Work with hierarchical and relational databases.
- Read and interpret JobTrack schedules.
- Document job schedules and group programs accordingly.
Required Qualifications
- Bachelors degree or equivalent work experience.
- 5+ years of experience developing and maintaining IMS/mainframe applications.
- 5+ years of experience with CICS/BMS.
- 5+ years of experience in COBOL, CICS, JCL, REXX, ISPF, and File-Aid (or similar tools).
Preferred Qualifications
- 5+ years of experience with Mark IV.
- Experience with IBM utilities including ISPF.
- Hands-on experience with File-Aid.
- Experience with Expediter (3+ years).
- 3+ years of experience with JCL.
- Experience with IMS and VSAM (3+ years).
- Strong ability to read code, understand business rules, and modify programs based on user requirements.

Candidates may be required to undergo a criminal background check as per Texas law.
Compensation & Location
Salary: $60 – $85 per year (Estimated)
