Job Summary:

Amtrak is seeking a Senior Technical Infrastructure Project Manager to lead end-to-end execution of complex, high-availability technology programs, focusing on critical network infrastructure, optical transport, and data center connectivity. This role requires PMP certification, the ability to maintain 100% uptime during hardware deployments, and navigation of rigorous change management protocols within a mission-critical enterprise environment. The ideal candidate will bridge the gap between complex engineering requirements and executive-level delivery.

Key Responsibilities:

  • Lead the execution of large-scale network infrastructure projects, including IP routing/switching, optical turnups, and data center integration.
  • Translate complex network engineering specifications into actionable project plans, milestones, and technical deliverables.
  • Proactively identify technical blockers and hardware delivery risks, implementing mitigation strategies to ensure zero-impact deployments and system stability.
  • Perform rigorous budget forecasting, resource allocation, and schedule re-baselining to keep projects within scope and under budget.
  • Coordinate seamlessly between network architects, system engineers, and external vendors for site surveys and hardware installations.
  • Ensure strict adherence to DT change management, configuration management, and network security protocols (ITIL/SDN).
  • Manage and publish high-level technical status reports, tracking KPIs, action item logs, and executive-level project health summaries.

Required Qualifications:

  • Bachelors degree in Engineering, Computer Science, Network Security, or a related technical field.
  • 10+ years of hands-on technical program/project management experience, specifically within infrastructure or network engineering environments.
  • PMP Certification is required.
  • Expert proficiency in Agile methodologies and the ability to apply them to hardware-heavy infrastructure projects.
  • Demonstrated ability to influence and lead a diverse group of network architects and subject matter experts.
  • Power-user of project management and visualization tools including Jira, MS Project, ServiceNow, and Visio.
  • Exceptional interpersonal skills with a proven track record of explaining technical “blockers” to non-technical executive stakeholders.

Preferred Skills & Requirements:

  • ITIL v4, Scrum Master (CSM), or Product Owner certifications.
  • Familiarity with SDN, cloud integration, firewall configurations, and network monitoring tools.
  • Prior experience in the transportation or rail industry is a significant plus.
  • Location/Travel: Based in the DC/Northeast Corridor with a willingness to travel up to 25% for site-specific requirements.
