Role Summary
The Technical Writer will play a critical role in supporting CCWIS compliance and documentation efforts across the full system lifecycle. This includes developing federally required documentation, maintaining operational and technical artifacts, and supporting audit and review processes.
This position requires close collaboration with cross-functional teams including PMO, business analysts, architects, developers, QA teams, and program stakeholders.
Key Responsibilities
- 1. Federal Compliance & Documentation
Develop, maintain, and coordinate documentation required for CCWIS compliance
Ensure alignment with federal regulations (45 CFR 1355 & 1356) and ACF/Childrens Bureau guidance
Support federal approval processes and ongoing compliance requirements - 2. Advanced Planning Documents (APDs)
Prepare and maintain:
Implementation APDs (IAPDs)
Operational APDs (OAPDs)
APD updates and supporting documentation
Develop narratives, appendices, and supporting materials required for federal funding and approvals - 3. Technical & System Documentation
Document system architecture, modular design, and technical implementation
Develop:
Deployment guides
Configuration documentation
Operational procedures
Disaster recovery and continuity plans - 4. Data Governance & Quality Documentation
Develop and maintain the CCWIS Data Quality Plan, including:
Data governance frameworks
Data stewardship roles
Data validation and monitoring processes
Error remediation procedures
Ensure alignment with federal reporting requirements (AFCARS, NCANDS, NYTD) - 5. Business & End-User Documentation
Maintain business process documentation and standard operating procedures (SOPs)
Develop user-facing materials:
User guides
Training manuals
Job aids
Knowledge base content - 6. Collaboration & Stakeholder Engagement
Partner with cross-functional teams to gather requirements and translate into documentation
Support PMO and Organizational Change Management (OCM) activities
Facilitate documentation reviews and ensure stakeholder alignment - 7. Audit & Lifecycle Support
Support responses to federal reviews, audits, and documentation requests
Maintain documentation repositories and version control processes
Ensure documentation remains current throughout the system lifecycle
Required Qualifications
- Bachelors degree in Business, Information Systems, or a related field
- 5+ years of experience in technical writing within IT or software development environments
- 5+ years of experience in writing, editing, and proofreading technical documentation
- 3+ years of experience with cloud technologies, SaaS platforms, or data-related systems
- Strong understanding of software development lifecycle (SDLC) and technical documentation practices
- Excellent communication, organization, and time-management skills
- Ability to work both independently and collaboratively in a team environment
- Strong attention to detail and commitment to high-quality deliverables
Preferred Qualifications
- Experience with CCWIS or child welfare systems
- Background in human services, social services, or public sector IT projects
- Experience with case management systems
- Familiarity with hosted/web-based application implementations
- Experience supporting change management initiatives

Compensation & Location
Salary: $60,000 – $120,000 per year (Estimated)
