About the Role:

The NC Department of Health and Human Services (DHHS) is seeking a short-term Sr. Project Manager to lead the implementation of complex IT Project(s). This lead project management role will work with the selected vendor and NC State resources to complete implementation of the system. This position will manage the day-to-day activities for the project and complete all input to the State Project Management (Touchdown) system.

Key Responsibilities:

  • Manage the procurement and implementation of a Statewide IT project.
  • Manage the implementation of a statewide HIV Medication Assistance (HMAP) IT project.
  • Work with the selected vendor and NC State resources to complete system implementation.
  • Work with senior-level business executives, IT personnel, and business program resources to execute project requirements and manage stakeholder expectations.
  • Develop detailed project schedules and budgets, and monitor expenditures.
  • Develop and maintain all required project management artifacts following PMBOK guidelines and NC State Methodology.
  • Supervise implementation activities, ensuring project plans and schedules are established and maintained, and deliverables are completed timely and accurately.
  • Establish project governance, conduct formal presentations, and coordinate with all project stakeholders.
  • Ensure appropriate project controls are instituted.
  • Serve as an IT management liaison to the business client.

Required Skills and Experience:

  • Results-oriented individual with a very strong work ethic.
  • Excellent IT Project Management, negotiation, communication, and problem-solving skills.
  • Solid Leadership, facilitation, presentation, team building, and change management skills to influence and guide cross-functional teams.
  • Healthcare-related experience is required (7+ Years).
  • Knowledge of Public Health HMAP Program is preferred.
  • Ability to act independently with sound business judgment and thrive in an environment with diverse communication styles.
  • Ability to manage complex projects with multiple work streams and aggressive timelines.
  • 10+ Years of project management experience, preferably with large, complex automation implementation efforts.
  • 10+ Years of demonstrated Project Management experience on system deployments with multiple clients.
  • 10+ Years of proven track record of delivering projects and work streams within scope, budget, and schedule.
  • 10+ Years of objective decision-making ability based on strategic objectives, priority, business performance analysis, and resource availability.
  • 7+ Years of hands-on experience managing project risk, cost, schedule, quality, testing, and communications.
  • 3+ Years of strong leadership, organizational, interpersonal, and time management skills.
  • 3+ Years of demonstrated oral and written communication and presentation skills.
  • 7+ Years of solid work experience with project management tools (e.g., Microsoft Project).
  • 7+ Years of experience with MS Office and SharePoint.
  • 5+ Years of demonstrated experience with both Waterfall and Agile Projects.
  • 8+ Years of demonstrated experience with vendor management on a large IT project/system implementation.
  • 8+ Years of demonstrated technical architecture/infrastructure knowledge and experience, including experience with multiple hardware platforms and operating systems.
  • 8+ Years of demonstrated technical knowledge and analysis skills with hands-on experience in development, database design, and web-based technologies.
  • 5+ Years of knowledge of healthcare systems with an emphasis on public health programs and communicable diseases.
  • 3+ Years of extensive understanding of SharePoint end-user experience, sites, libraries, lists, and groups (Highly desired).
  • 7+ Years of experience leading and implementing COTS and SAAS Projects (Desired).

  • Duration: 8 months
  • Location: Raleigh NC DHHS Dix Campus, NC
  • No OPT’s and CPT’s.

Special Requirements

Absences greater than two weeks MUST be approved by CAI management in advance, and contact information must be provided to CAI so that the resource can be reached during his or her absence. The Client has the right to dismiss the resource if he or she does not return to work by the agreed upon date. All work must be completed on site. Candidates submitted above the rate of $85.55 may not be considered. Iran Divestment Act Certification form must be completed and uploaded to the Compliance tab as a part of the onboarding process. Candidates are able to provide 3 references prior to final selection. The references must be recent, from a manager/director overseeing the candidate's work. No OPT's and CPT's.


Compensation & Location

Salary: $75 – $95 per year (Estimated)

Location: Raleigh, NC
