Job Overview
The Virginia Department of Planning and Development (DPOR) is seeking a highly skilled and experienced Power Platform / Dynamics 365 Lead to join their IT team. This is a 6-month contract-to-hire position based in Henrico, Virginia. The role involves the end-to-end lifecycle of developing, testing, and maintaining solutions on Microsoft Power Platform and Dynamics 365 (D365). You will be instrumental in designing solutions, ensuring solution governance, mentoring junior staff, and collaborating with both business and IT stakeholders to deliver secure, efficient, and maintainable enterprise applications.
Key Responsibilities
- Solution Development & Maintenance (60%): Develop, test, maintain, and document Microsoft Power Platform and D365 solutions according to project specifications. Deliver all development work and test results within agreed timelines. Conduct thorough testing of applications and document results clearly. Identify and implement best practices for naming conventions, environment strategies, security, and application lifecycle management. Ensure applications and integrations perform optimally, securely, and without disrupting data integrity. Promote applications through appropriate environments while maintaining proper change control, including documentation and rollback procedures. Produce technical documentation suitable for application support.
- Mentorship & Guidance (20%): Mentor and guide staff in developing and using solutions on Power Platform / D365. Provide technical consultation, training, and guidance on best practices, solution design, and governance standards.
- Requirements Analysis & Documentation (10%): Collaborate with business users and IT leads to understand and document solution requirements and functionality. Develop comprehensive solution documentation including operational support manuals, user guides, workflow diagrams, and training materials.
- Environment Administration (10%): Coordinate provisioning and administration of Power Platform and D365 environments. Ensure environments are properly maintained, secure, and aligned with organizational standards.
Required Qualifications
- Proven experience with Microsoft Power Platform and Dynamics 365.
- Strong hands-on development skills, including solution design, configuration, and testing.
- Experience implementing application governance, environment strategies, and security best practices.
- Ability to mentor and guide junior staff and provide technical leadership.
- Strong documentation skills for technical, operational, and end-user purposes.
- Experience coordinating deployments and managing multiple environments.
- Excellent communication skills and ability to collaborate with business and technical stakeholders.
Preferred Skills
- Experience with Change Control Processes and application lifecycle management.
- Familiarity with large enterprise or government implementations of Power Platform / D365.
- Ability to troubleshoot complex issues in multi-environment deployments.

Compensation & Location
Salary: $55 – $70 per year (Estimated)
