Job Description:

The Power Platform/D365 Lead will be responsible for developing, testing, maintaining, and documenting Microsoft Power Platform and D365 solutions. This role involves delivering all development and test applications and results to agreed-upon specifications within agreed-upon timeframes, or coordinating with supervisors in advance if timeframes appear unachievable. The lead will conduct thorough testing and document results, identify and implement best practices for naming conventions, environment strategies, security, and application life-cycle management. They will ensure all applications and associated architecture and integrations are performing well, are secure, and are managed in a way that does not cause disruption or data integrity issues. Promoting applications successfully through appropriate environments while maintaining proper change control, including documentation and roll-back procedures, is also a key responsibility. The lead will produce technical documentation suitable for application support.

Key Responsibilities:

  • Development & Maintenance (60%): Develop, test, maintain, and document Microsoft Power Platform and D365 solutions. Ensure timely delivery of applications and results. Conduct thorough testing and document findings. Implement best practices for naming conventions, environment strategies, security, and application life-cycle management. Ensure application performance, security, and data integrity. Manage application promotion through environments with proper change control. Produce technical documentation for support.
  • Mentorship & Guidance (20%): Mentor and guide DPOR staff in the development and use of Power Platform / D365 solutions. Provide technical consultation, training, and guidance on best practices, solution design, and governance standards.
  • Collaboration & Requirements (10%): Collaborate with business users and IT leads to understand and document solution requirements and functionality. Develop comprehensive solution documentation, including operational support manuals, user guides, workflow diagrams, and training materials.
  • Environment Administration (10%): Coordinate with the Virginia Information Technology Agency (VITA) to administer DPOR’s Power Platform and D365 Environments. Engage with VITA and DPOR personnel to ensure applications run appropriately, securely, and performantly. Verify application data, integrations, and environments are properly secured, backed up, retained, and recoverable according to approved schedules and disaster recovery standards.

Required Skills:

  • Power Platform Experience: Specifically Power Apps (canvas and model-driven apps), Dataverse, Power Automate, and Power Pages.
  • D365 Customer Service Module expertise.
  • Role-based security configuration in Power Platform and D365.
  • Working experience with solution management (managed/unmanaged), environmental variables, and reusable components.
  • Working knowledge of SharePoint Online architecture and security fundamentals.
  • Proficiency in HTML/CSS/JavaScript for UI customizations.
  • Experience with Agile delivery, backlog refinement, and stakeholder communication.
  • Working knowledge of solution architecture, data modeling, and performant querying.
  • Experience with Azure functions and API integration.
  • Working knowledge of custom components, reusability patterns, and custom connectors.
  • Experience implementing accessibility compliance (Section 508/WCAG).
  • CI/CD experience (Power Platform Pipelines / Git Hub).
  • Unit Testing and test automation skills.
  • Familiarity with DevOps Tools.
  • Experience with security, governance, and environment strategy (DLP, role-based security, least privilege).
  • Experience mentoring and training others.
  • Strong communication, problem-solving, strategy, documentation, and cross-team collaboration skills.

Compensation & Location

Salary: $100,000 – $150,000 per year
