Position Summary: Senior Java Applications Developer
We are seeking a highly experienced Senior Applications Developer (Java) to join our dynamic team in Baltimore, MD. This is a contract-to-hire opportunity focused on the development and enhancement of large-scale healthcare systems, specifically Health Benefit Exchange (HBX) and Health and Human Services (HHS) solutions. The ideal candidate will bring over a decade of expertise in Java/J2EE and a deep understanding of the healthcare domain to help build secure, compliant, and high-performing enterprise applications.
Core Responsibilities
- Enterprise Development: Design, develop, and maintain complex n-tier enterprise applications using Java/J2EE, Spring Framework (Hibernate/JPA), and Angular for frontend integration.
- System Integration: Build and enhance custom integrations, interfaces, and enterprise solutions that connect various healthcare modules. You will work extensively with REST and SOAP Web Services to ensure seamless data flow.
- Database Management: Develop and optimize complex SQL queries for PostgreSQL and manage unstructured data within MongoDB environments.
- Business Rules Implementation: Integrate and manage business logic using the Corticon Rules Engine to ensure that healthcare policies are accurately reflected in the application code.
- Testing & Quality: Develop and execute comprehensive unit tests, integration tests, and validation scripts. You will be responsible for performing code reviews and debugging complex production issues to maintain high software quality.
- Leadership: Lead development efforts by providing technical guidance on complex decisions and ensuring that the team adheres to PMO standards and security compliance.
Technical Stack and Requirements
- Java Expertise: 10+ years of professional experience in Java-based application development with a focus on J2EE standards.
- Frameworks: 8+ years of experience with Spring, Hibernate, and JPA. Proficiency in Angular for modern frontend development is required.
- Healthcare Domain: 6+ years of experience working specifically on healthcare systems, ACA, HBX, or HHS solutions. This domain knowledge is critical for understanding the business logic of the applications.
- Tools & Methodology: Hands-on experience with Git/SVN for version control and Eclipse IDE. You must have a strong background in Agile methodologies and SOA/Microservices architecture.
- Education: A Bachelor’s Degree in Computer Science, Engineering, or a related field is required.
Special Requirements and Location Details
This position is based in Baltimore, MD. Candidates must be local to the Baltimore area and possess a valid Driver’s License (DL) for potential travel to client sites. This role is restricted to US Citizens (USC) or Green Card (GC) holders due to the nature of the government-related healthcare projects. The project environment is fast-paced and requires excellent analytical and problem-solving skills to meet strict compliance and security standards.

Compensation & Location
Salary: $135,000 – $180,000 per year (Estimated)
