Job Summary

The Texas Health and Human Services Commission (HHSC) is seeking two experienced Business Analyst 3 professionals to play a pivotal role in a major system modernization initiative. This project focuses on building a new Medicaid application, and the selected candidates will collaborate closely with Medicaid IT-Contracted Systems teams. The role demands strong expertise in business analysis, data analysis, system evaluation, and effective collaboration between business stakeholders and IT teams to ensure the successful delivery of application functionality.

Key Responsibilities

  • Act as a primary liaison between business stakeholders and various IT teams, including Architecture, Project Delivery, and Application Support, to ensure alignment and clear communication.
  • Analyze complex business systems and user needs to ensure that proposed solutions effectively align with the overall business strategies and objectives of HHSC.
  • Gather, meticulously analyze, and document detailed business and technical requirements for the new Medicaid application.
  • Develop, review, and maintain critical project artifacts such as requirements documentation, traceability matrices, comprehensive test cases, detailed design documents, and precise technical specifications.
  • Provide essential support for system analysis, troubleshoot technical and functional issues, and assist in the smooth implementation of solutions.
  • Effectively manage project scope, define acceptance criteria, oversee deployment activities, and support user acceptance testing (UAT) and system integration testing.
  • Proactively identify potential project risks and develop robust strategies to mitigate or avoid them, ensuring project success.
  • Analyze HHS policies, procedures, and standards to accurately determine their impact on automated systems and ensure compliance.
  • Coordinate effectively with external vendors to ensure the timely completion of project deliverables and service requests.
  • Assist in creating and refining documentation and processes that align with agency standards, ensuring consistent and high-quality project execution.
  • Support financial and strategic analysis, including conducting cost/benefit analyses, calculating ROI, and performing buy vs. build evaluations.
  • Contribute to business process reengineering efforts and identify opportunities for technology improvements to enhance overall efficiency and effectiveness.

Required Qualifications

  • A minimum of 8 years of experience working as a Business Analyst or in a comparable role.
  • At least 5 years of experience serving as a dedicated liaison between business stakeholders and IT teams.
  • Strong experience in data analysis, including the ability to work effectively with raw data.
  • Proven experience in requirements gathering, business process analysis, and comprehensive documentation.
  • Experience in reviewing and creating essential project artifacts such as test cases, requirements documentation, and technical specifications.
  • Demonstrated experience managing project scope, system integration, deployment activities, and user acceptance testing.
  • Experience in identifying project risks and implementing effective mitigation strategies.
  • Experience coordinating with vendors and evaluating their performance and deliverables.
  • Experience analyzing policies, procedures, and standards and assessing their impact on automated systems.
  • Ability to work independently on complex tasks and contribute meaningfully to large-scale modernization initiatives.

Preferred Qualifications

  • Experience using Team Foundation Server (TFS) for managing requirements.
  • Experience working in an Agile environment, preferably SAFe (Scaled Agile Framework).
  • Experience utilizing Microsoft tools such as MS Office, SharePoint, and Copilot.
  • A solid understanding of enterprise system architecture, including user interfaces, data layers, infrastructure, and integrations.
  • Familiarity with business rules engines, workflow orchestration, and Azure-hosted cloud solutions.
  • Experience with Texas HHSC processes and Texas Medicaid or CHIP systems.
  • Experience updating portfolio project management tools and managing state-level information resource projects.

Special Requirements

Medicaid Experience, PMP or project management experience is considered a strong advantage, Experience using TFS (Team Foundation Server) for managing requirements, Experience working in an Agile environment, preferably SAFe, Experience using Microsoft tools such as MS Office, SharePoint, and Copilot, Understanding of enterprise system architecture including user interfaces, data layers, infrastructure, and integrations, Familiarity with business rules engines, workflow orchestration, and Azure-hosted cloud solutions, Experience with Texas HHSC processes and Texas Medicaid or CHIP systems, Experience updating portfolio project management tools and managing state-level information resource projects.


Compensation & Location

Salary: $90,000 – $130,000 per year (Estimated)

Location: Austin, TX
