Job Overview:
We are seeking a skilled Business Analyst 3 to join our team. This role involves serving as a liaison between business stakeholders, internal IT teams, and external vendors. You will lead requirements gathering, documentation, and validation efforts, analyze business systems and processes, and recommend improvements and technology solutions. The position requires performing data analysis on large datasets to support decision-making, conducting business process reengineering and process mapping, and developing detailed functional specifications and user stories.
The Business Analyst 3 will also perform Quality Assurance (QA) activities, including test planning and validation. Additionally, this role will function as a Scrum Master, facilitating sprint ceremonies (stand-ups, planning, retrospectives), managing the backlog and sprint deliverables, and coordinating with vendor sprint teams. Project management responsibilities include managing scope, schedule, and budget, and providing status reporting and risk analysis to stakeholders. You will also prepare cost/benefit analysis, ROI, and solution recommendations, ensuring alignment with enterprise architecture and business strategies.
Key Responsibilities:

Required Qualifications:
- Minimum 8+ years of experience in Project Management.
- Minimum 8+ years of experience in Business Analysis.
- Minimum 8+ years of experience managing enterprise-scale data management projects.
- Minimum 8+ years of experience managing Agile projects (government or similar environments preferred).
- Strong ability to work independently with minimal supervision.
- Strong ability to handle complex assignments with creativity and strategic thinking.
- Strong ability to communicate effectively with technical and non-technical stakeholders.
Preferred Qualifications:
- 5+ years of experience with project management tools (e.g., Jira).
- 5+ years of experience with Quality Assurance (QA).
- 5+ years of experience with Data Analysis.
- 3+ years of experience with Texas Project Delivery Framework (TPDF).
- Certifications (Preferred): Certified Scrum Master (CSM), PMI-Agile Certified Practitioner (PMI-ACP), PMP (Project Management Professional).

Compensation & Location
Salary: $80,000 – $120,000 per year (Estimated)
