Job Overview
We are seeking a skilled Business Analyst for an onsite position in Albany, NY. This role involves working closely with project managers, technical team members, and stakeholders to provide guidance throughout the System Development Life Cycle (SDLC). The Business Analyst will act as a liaison between stakeholders, software users, and Subject Matter Experts to elicit, analyze, communicate, validate, and verify requirements for complex changes to existing business processes, policies, and information systems, as well as for the development of new ones.
Key Responsibilities
- Work closely with the project manager, technical team members, and other project stakeholders to provide guidance throughout the System Development Life Cycle (SDLC).
- Collaborate with the project team to identify and scope stated business problems, provide guidance, and recommend/execute the best approach to problem resolution.
- Serve as a liaison to stakeholders, software users, and Subject Matter Experts to elicit, analyze, communicate, validate, and verify requirements for complex changes to current business processes, policies, and information systems, and for the development of new business processes, policies, and information systems.
- Convey the demands of software users to developers, ensuring clear articulation of requirements through artifacts.
- Create as-is and to-be business process flows to ensure that the implemented business process and supporting software meet agency needs.
- Conduct requirements workshops and JAD sessions with agency subject matter experts as one of the many techniques to be used to elicit requirements.
- Create business requirements documents (BRD), context diagrams, system as-is and to-be states, system specifications, use cases, workflow diagrams, report and screen mockups, swim lane diagrams, and prototypes.
- Ensure that artifacts required by the ITS governance process and Secure Systems Development Lifecycle (SSDLC) are created and support the project scope.
- Manage requirements throughout the life of the contract using a requirements management plan and traceability to ensure coverage between the source of each requirement and the test case(s) it will be tested by.
Skills and Qualifications
- 84 months of experience eliciting and analyzing stakeholder business needs using various analysis techniques and converting them into verified and validated functional and non-functional requirements for development. This includes eliciting functional requirements, non-functional requirements, report requirements, and business rules.
- 84 months of experience creating and maintaining software development artifacts for communication of requirements, including end-user documentation, specifically business cases, business requirements documents (BRDs), use cases, report mockups, wireframes, and flow diagrams. This also includes context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specifications.
- 84 months of experience facilitating requirements workshops, such as JAD sessions and structured walkthroughs.
- 72 months of experience managing requirements throughout the requirements management lifecycle, including the creation and execution of a requirements management plan, requirements traceability matrix, establishing requirements baselines, and managing requirements change control.
- 64 months of experience creating test plans and test cases and working with users on User Acceptance Testing (UAT).
- 48 months of experience working on healthcare systems containing Health Care data that fall under HIPAA Protected Health Information (PHI).
- CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA) is required.
Additional Information
- This is an onsite position in Albany, NY.
- The duration is 12-24 months with a high possibility of further extensions.

Compensation & Location
