Job Overview:

We are seeking a motivated Business Analyst to join our dynamic project team. In this role, you will collaborate closely with other business analysts and report directly to the project manager. Your primary responsibilities will include conducting in-depth requirements analysis, meticulously documenting business processes, and performing user acceptance testing to ensure the successful delivery of solutions.

Key Responsibilities:

  • Requirements Gathering and Analysis: Engage closely with stakeholders to elicit, analyze, and document comprehensive business requirements, ensuring strict alignment with organizational goals and objectives.
  • Process Mapping and Modeling: Analyze and map existing business processes, identify key areas for improvement, and propose streamlined and optimized processes to enhance overall efficiency and productivity.
  • Functional Specifications: Develop detailed functional specifications and user stories, including comprehensive use cases, business rules, and acceptance criteria, to effectively communicate requirements to development teams.
  • Solution Design and Evaluation: Collaborate with cross-functional teams, including developers, designers, and testers, to design robust solutions that precisely meet business needs, ensuring both feasibility and alignment with technical capabilities.
  • Data Analysis and Reporting: Conduct thorough data analysis to extract valuable insights and identify trends. Create meaningful reports and dashboards, and provide actionable recommendations to support informed decision-making and strategic planning.
  • User Acceptance Testing (UAT): Plan, coordinate, and execute UAT activities, including the creation and execution of test cases, and diligent defect tracking, to guarantee the quality and functionality of delivered solutions.
  • Change Management and Stakeholder Engagement: Facilitate effective communication and collaboration among all stakeholders, manage expectations proactively, and support change management initiatives to ensure the successful adoption of new processes and technologies, including comprehensive documentation.
  • Coordinating/Collaborating with Project Management: Report progress and insights to the Project Manager / PMO team and suggest relevant tools to enhance project execution.

Required Skills and Experience:

  • A minimum of three (3) years of Business Analyst IT experience specifically within Maryland State agencies, encompassing design, development, testing, implementation, and maintenance.
  • Demonstrated exposure to project management and requirements tracking tools such as JIRA, TFS, DevOps, Confluence, or Trello.
  • Proven technical business analyst experience managing multiple projects simultaneously. Understanding of database operations and basic querying skills. Experience with Webservices or API functionalities and UI Wireframe development.
  • Familiarity with data analysis tools like SQL, advanced Excel functions, or basic visualization tools (e.g., Power BI, Tableau).
  • Proficiency in using Microsoft Office Suite, including Excel for data analysis, Word for documentation, and PowerPoint for presentations.
  • Familiarity with Agile methodologies, ideally through training or certification (e.g., Certified Scrum Master – CSM).
  • Experience in managing and executing multiple related operational requests or projects concurrently.
  • Experience working effectively within a matrixed organizational environment.

Preferred Experience:

  • Experience with ServiceNow is considered a significant plus.
  • Knowledge of State Government policies and practices is highly desirable.
  • Experience with Payment Portal implementation, particularly with FMIS Integration.

Compensation & Location

Salary: $50,000 – $80,000 per year (Estimated)

Location: Baltimore, MD
