Job Summary:

We are seeking a highly experienced Business Analyst with strong Project Management, Quality Assurance, and Data Analysis skills to support the State Health Analytics Reporting Platform (SHARP). This role involves expanding reporting and analytics capabilities for users. The position requires a blend of Business Analysis, Quality Assurance tasks, and Scrum Master responsibilities for the project team. The contractor will manage schedule, budget, and scope for the project, acting as the primary contact between in-house development, vendor development, and the program area.

Key Responsibilities:

  • Act as a Business Analyst (BA) on a project to expand reporting and analytics available to users via the State Health Analytics Reporting Platform (SHARP).
  • Perform Quality Assurance (QA) tasks.
  • Serve as the Scrum Master for the project team.
  • Be responsible for status updates and project reporting.
  • Lead meetings with the program area and the vendor’s sprint team.
  • Act as the primary contact between the in-house development team, the vendor development team, and the program area.
  • Manage the schedule, budget, and scope for the project.
  • Review, analyze, and evaluate business systems and user needs.
  • Formulate systems to align with overall business strategies.
  • Engage in business process re-engineering and identify new applications of technology to improve business effectiveness.
  • Utilize industry-standard business process mapping and re-engineering techniques.
  • Prepare solution options, risk identification, and financial analyses (cost/benefit, ROI, buy/build).
  • Write detailed descriptions of user needs, program functions, and steps for developing or modifying computer programs.
  • Analyze raw data and gather business requirements.
  • Possess strong understanding of technology and project management experience.

Candidate Skills and Qualifications:

  • Required:
  • 8+ years of experience in Project Management.
  • 8+ years of experience managing enterprise-scale data management projects.
  • 8+ years of experience managing agile projects at state or federal government agencies or similar environments.
  • 8+ years of experience in Business Analysis.
  • Preferred:
  • 5+ years of experience with common project management systems like Jira.
  • 5+ years of experience in Quality Assurance.
  • 5+ years of experience in Data Analysis.
  • 3+ years of experience with creating Texas Project Delivery Framework deliverables and managing projects using this framework (strongly preferred).
  • 1+ year of experience with Certified Scrum Master (CSM), PMI-Agile Certified Practitioner (PMI-ACP), or other Agile-related certifications.

Work Arrangement:

  • The position is designated as LOCAL ONLY.
  • The role requires 2 days remote work with 3 days onsite at the location (Tuesdays, Wednesdays, and Thursdays) required.
  • Contractor will be required to be on-site 3 days per week, with the possibility of this increasing to 5 days per week in the future.

Compensation & Location

Salary: $100,000 – $150,000 per year (Estimated)
