Role Overview

The Department of Administrative Services (DOAS) is embarking on a transformative journey to modernize its human capital management infrastructure. We are seeking a highly experienced Business Analyst with a deep specialization in HR Systems to lead the transition from legacy PeopleSoft HCM to a state-of-the-art Workday HCM platform. This initiative impacts over 70,000 state employees, making it one of the most significant public sector technology projects in the region. The ideal candidate will possess over 12 years of professional experience, combining technical HRIS knowledge with robust business analysis methodologies.

Core Responsibilities

As a Senior Business Analyst, your primary focus will be ensuring the integrity and success of the data conversion process. You will be responsible for reviewing and resolving complex data conversion issues, mapping legacy data structures to the new Workday environment with precision. You will employ advanced validation techniques to ensure that every record—from compensation history to performance reviews—is accurately reflected in the new system. Beyond data conversion, you will play a pivotal role in the implementation of key Workday modules, including Talent (Recruiting and Performance), Compensation, Benefits, and Core HR functions. This involves developing comprehensive test plans and scripts, conducting rigorous testing phases, and providing technical support for system enhancements. You will also be tasked with creating high-quality software user guides and documentation to facilitate a smooth transition for the end-user community.

Strategic Liaison and Support

A critical component of this role is serving as the primary liaison between the DOAS business units and the technical implementation team. You will translate complex business requirements into technical specifications, ensuring that the final system configuration aligns with the strategic goals of the organization. Additionally, you will provide hands-on user support and training, empowering state employees to leverage the full potential of the Workday platform.

Methodology and Documentation

The Business Analyst will adhere to strict project management methodologies to ensure that all deliverables meet the highest standards of quality. This includes maintaining a comprehensive requirements traceability matrix (RTM) to track the lifecycle of every business requirement from inception to final testing. You will be responsible for documenting all business processes, identifying gaps between current state and future state, and proposing innovative solutions to bridge those gaps. The creation of detailed software user guides is not just a task but a strategic effort to reduce the learning curve for 70,000 employees. Your documentation will serve as the blueprint for future system enhancements and audits.

Technical Requirements and Qualifications

  • Advanced proficiency in data analysis tools, including MS Excel and SQL.
  • Minimum of four years of direct experience in implementing or administering HRIS.
  • Direct experience in large-scale data conversion projects.
  • Prior experience with Workday HCM or PeopleSoft HCM is highly desirable.
  • Background in supporting technology within the public sector.

Work Environment and Contract Details

This is a long-term contract position based in Atlanta, GA, operating on a hybrid work schedule. While the project is intended for long-term tenure, it is subject to annual budget cycles. The initial contract period runs through the end of the current fiscal year, with an anticipated renewal on July 1st. Local candidates are strongly preferred to facilitate onsite collaboration as needed.

Compensation & Location

Salary: $145,000 – $185,000 per year (Estimated)
