Role Overview
We are seeking a highly experienced Senior Business Analyst Specialist for a critical hybrid role based in Austin, Texas, supporting the Texas Health and Human Services Commission (HHSC). This position requires a seasoned professional with over 10 years of experience in business analysis, specifically within large-scale IT operations and government regulatory environments. The successful candidate will lead documentation efforts for the WIC Management Information Systems (MIS), ensuring that all system functionalities align with both state and federal regulatory requirements.
Key Responsibilities
- Lead comprehensive requirements elicitation sessions with diverse stakeholders to define project scope and objectives.
- Perform in-depth gap analysis to identify discrepancies between current system functionalities and future business needs.
- Develop and maintain detailed system documentation, including functional specifications, use cases, and workflow diagrams for the WIC MIS.
- Translate complex regulatory interpretations into actionable system requirements to ensure full compliance with federal and state mandates.
- Apply Business Process Reengineering (BPR) methodologies to optimize IT operations and improve service delivery.
- Collaborate with project managers and technical teams within a structured Project Management Framework to ensure timely delivery of IT solutions.
- Conduct rigorous risk analysis and cost-benefit analysis (CBA) to support strategic decision-making and resource allocation.
- Coordinate with cross-functional teams to manage stakeholder expectations and facilitate smooth system transitions.
- Review and validate system test plans to ensure that developed solutions meet all documented business requirements.
- Provide expert guidance on regulatory compliance and MIS system standards to internal and external partners.
Required Qualifications
- Minimum of 10 years of professional experience as a Business Analyst in a complex IT environment.
- Proven track record of working with government agencies or within highly regulated industries.
- Expertise in requirements gathering, documentation, and gap analysis for large-scale enterprise systems.
- Strong understanding of Project Management Frameworks and the Software Development Life Cycle (SDLC).
- Advanced skills in Business Process Reengineering and regulatory interpretation.
- Excellent communication and leadership skills, with the ability to coordinate effectively with high-level stakeholders.
- Proficiency in risk assessment and cost-benefit analysis methodologies.
- Experience with MIS systems, particularly those related to health and human services, is highly preferred.
Work Environment and Benefits
This is a hybrid position requiring local residency in the Austin, Texas area. Candidates must be prepared to work on-site as required by the client, Texas HHSC. Special Requirements
Need local to TX at Austin. Strong Government / Regulatory experience preferred.
Compensation & Location
Salary: $115,000 – $155,000 per year (Estimated)
