Job Openings: Business Analyst & Tester, Solution Architect, and Application Developer (Senior Programmer)

We are seeking highly qualified candidates for multiple roles requiring F2F interviews. This is an opportunity to work on critical projects for a client in Sacramento, CA, with a hybrid work model. We are looking for local candidates with relevant state experience.

Role: Business Analyst & Tester

  • Experience: 20+ years of experience is mandatory.
  • Location: Sacramento, CA (Hybrid)
  • Mandatory Qualifications:
    • Twenty (20) years in project work and technical writing, including detailed analysis, development, and maintenance of business requirements, technical requirements, use cases, and design documents.
    • Twenty (20) years of experience in project work within the Business Process Reengineering (BPR) arena; at least fifteen (15) years of said experience must have been mapping the current state of a business process and analyzing it to find gaps.
    • Twenty (20) years of experience in project work facilitating Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions with project Subject Matter Experts and other technical staff.
    • A minimum of fifteen (15) years of experience in Oracle 19C, writing and troubleshooting SQL code for back-end queries for data set-up and verification.
    • Fifteen (15) years of experience performing system test duties, including writing scripts, executing scripts, creating test cases and test data, reviewing test results, and assisting with User Acceptance Testing (UAT).
    • Experience with Business Intelligence (BI) dashboards and BI reports in Power BI Platform.
    • Experience with Figma, Microsoft Visio, ServiceNow, SharePoint, Jira, Confluence, and qTest.
    • Experience working with public pension systems or experience with Governmental Retirement Benefits and Health Programs functions.

Role: Solution Architect

  • Experience: 25+ years of experience is mandatory.
  • Location: Sacramento, CA (Hybrid)
  • Mandatory Qualifications:
    • At least twenty-five (25) years of experience in architecture quality assurance for complex projects and initiatives, enterprise applications integration (EAI), defining and developing shared services architectures, designing and developing component architectures, and/or defining enterprise technology architectures. Of the required experience, at least fifteen (15) years must have been at a senior level, demonstrating both high technical proficiency and significant responsibility.
    • A minimum of twenty-five (25) years of experience working as a solution architect, providing solutions that align with enterprise architecture and current business processes.
    • A minimum of twenty-five (25) years of experience reviewing various software frameworks (e.g., web application framework, JavaScript frameworks) and recommending based on customer-provided criteria.
    • A minimum of twenty-five (25) years of experience developing, maintaining, and enhancing complex and innovative programs using Java (J2EE), JSP/Servlets, JavaScript, JDBC, Oracle WebLogic.
    • A minimum of twenty-five (25) years of experience with Oracle 19C database, PL/SQL, SQL.
    • A minimum of fifteen (15) years of experience integrating third-party services into existing enterprise IT systems.
    • A minimum of five (5) years (within the last 10 years) of experience with tools such as JIRA, Bitbucket, ServiceNow, SharePoint, and Confluence.
    • Experience implementing and maintaining cloud environments (AWS and/or Azure), troubleshooting, and migrating on-premises applications.
    • Experience working with public pension systems and/or experience with Governmental Retirement Benefits and Health Programs functions and processes like CalPERS within the last five (5) years.

Role: Application Developer (Senior Programmer)

  • Experience: 20+ years of experience is mandatory.
  • Location: Sacramento, CA (Hybrid)
  • Mandatory Qualifications:
    • A minimum of twenty (20) years of experience supporting web applications running on Oracle and writing and troubleshooting SQL code.
    • A minimum of twenty (20) years of experience working with Java, J2EE, and JavaScript frameworks.
    • A minimum of twenty (20) years of experience using Spring with Model View Controller (MVC) Framework, Spring Batch, and Spring Web Services.
    • A minimum of fifteen (15) years of experience designing and tuning SQL for performance with Oracle.
    • A minimum of ten (10) years of experience using tools including but not limited to Jira, Bitbucket, ServiceNow, SQL Developer, and Eclipse IDE.
    • Experience with design, build, deploy, and/or migrate applications in the cloud (Azure or AWS).
    • Experience developing RESTful APIs using J2EE framework with tools including but not limited to Postman.
    • Experience with Governmental Retirement Benefits and Health Programs functions and processes like CalPERS.

Special Requirements

F2F Interview required. Local candidates with relevant state experience preferred. Experience with public pension systems or Governmental Retirement Benefits and Health Programs functions is a plus for BA/Tester and Solution Architect roles. Experience with CalPERS is a plus for Application Developer role.

Compensation & Location

Salary: $100,000 – $150,000 per year (Estimated)
