Position Overview

The Florida Department of Management Services (DMS) is seeking a dedicated Business Analyst (BA) with specialized expertise in Salesforce to support a critical digital transformation initiative. This role focuses on the transition of User Management and Provisioning functions from a legacy PowerShell-based application to a native Salesforce environment within the Statewide Travel Management System (STMS). This is a high-impact project essential for ensuring seamless migration and integration with State Agency Active Directory (Azure/Microsoft Entra ID) as part of the upcoming PALM release. The successful candidate will be required to work onsite in Tallahassee, Florida, from day one.

Primary Responsibilities

  • Systems Analysis & Migration Support: Conduct deep-dive analysis of the existing legacy PowerShell-based User Management Client tool. Act as the functional lead for migrating these features into a native Salesforce environment. Provide technical expertise on Azure/Microsoft Entra ID structures and their integration with STMS.
  • Software Quality Assurance: Develop comprehensive User Acceptance Testing (UAT) test cases specifically for Salesforce-based User Management features. Coordinate and execute integration testing between Salesforce and various State Agency Active Directories. Identify, document, and track defects through resolution using standard lifecycle management tools.
  • Stakeholder Management & Training: Collaborate with multiple state agencies to validate provisioning workflows against strict security and operational requirements. Develop high-quality end-user documentation, job aids, and ‘How-To’ guides. Create and deliver recorded training sessions and live materials to stakeholders and end users.
  • Ongoing Support: Provide interim support for user provisioning and de-provisioning within Azure/Microsoft Entra ID and STMS until the migration is fully completed. Maintain the highest standards of data integrity and accuracy within Salesforce user records.

Required Technical Competencies

  • Salesforce Expertise: Extensive experience working with Salesforce user objects, permission sets, profiles, and native provisioning capabilities. Ability to configure and customize Salesforce to meet complex business logic.
  • Identity & Access Management (IAM): Strong proficiency with Azure Active Directory and Microsoft Entra ID. Deep understanding of enterprise-level user provisioning, role-based access control (RBAC), and identity integration patterns.
  • Business Analysis: Proven ability to interpret and document complex technical and business requirements. Experience with business process redesign (BPR) and comprehensive system documentation.
  • Communication: Exceptional stakeholder engagement skills with the ability to bridge the gap between technical teams and non-technical business users.

Preferred Qualifications

  • Expert knowledge of State of Florida travel policies and procedures.
  • Prior experience with Statewide Travel Management Systems (STMS) or similar large-scale government ERP/management systems.
  • Experience supporting large-scale system migrations in public-sector environments, particularly those involving legacy-to-cloud transitions.
  • Strong analytical skills and the ability to manage multiple priorities under tight deadlines.

Compensation & Location

Salary: $115,000 – $158,000 per year (Estimated)
