Position Overview

The State of Michigan is currently seeking a dedicated and analytical Business Analyst with a strong background in Data Warehousing and ETL (Extract, Transform, Load) processes. This position is situated within the Eligibility Data Warehouse Team, a critical unit responsible for managing the data that drives state-wide eligibility determinations for various social service programs. The successful candidate will play a pivotal role in ensuring that business requirements are accurately translated into technical solutions that maintain the integrity and compliance of state and federal data reporting. This is a hybrid role based in Lansing, Michigan, requiring two days of on-site presence per week, and is exclusively open to local candidates residing within a two-hour radius of the city.

Core Responsibilities

The primary focus of this role is to support the Eligibility Data Warehouse Team by acting as a liaison between business stakeholders and technical developers. Key responsibilities include:

  • Requirement Elicitation: Facilitating meetings with program managers and policy experts to gather, document, and refine business and reporting requirements.
  • Data Mapping and Documentation: Creating detailed data mapping documents that outline the flow of information from source systems to the data warehouse, ensuring that ETL logic aligns with business rules.
  • SQL Analysis: Writing and executing complex SQL queries to perform deep-dive data analysis, validate reporting accuracy, and identify data quality issues.
  • Dashboard Development: Designing and maintaining dashboards and reports using SQL-based tools to provide actionable insights to state leadership.
  • Quality Assurance: Participating in the full software development lifecycle (SDLC), including the development of test plans, execution of user acceptance testing (UAT), and validation of bug fixes.
  • Compliance and Regulation: Ensuring all data reporting meets strict state and federal regulatory standards for eligibility programs.
  • Change Management: Assisting in the implementation of process improvements and managing changes to existing reporting structures.
  • End-User Training: Developing training materials and providing hands-on support to end-users to maximize the utility of the data warehouse tools.

Technical Environment

Candidates will work within a robust technical stack that includes enterprise-level SQL databases, sophisticated ETL frameworks, and advanced reporting and dashboarding platforms. The environment demands a high level of technical proficiency in SQL for data manipulation and a conceptual understanding of data warehousing architectures, including star and snowflake schemas. Experience with government data systems or eligibility-related datasets is highly advantageous.
