Position Summary
We are seeking a highly experienced, CBAP-certified Senior Business Analyst for a long-term 30+ month engagement with the New York State (NYS) government in Albany, NY. This role is critical for documenting and understanding existing business processes within agency units, specifically focusing on compliance with state and federal regulations (SAMSHA). The Senior Business Analyst will define ‘To-Be’ requirements and processes to support the design and development of new applications, ensuring alignment with the agency’s long-term technology roadmap. This is a hybrid role requiring onsite presence from Day 1.
Core Responsibilities
- Requirement Elicitation: Lead JAD sessions and interview stakeholders to document mission-critical business processes. Convert stakeholder needs into verified functional and non-functional requirements.
- Artifact Creation: Develop and maintain software development artifacts including Business Requirements Documents (BRDs), use cases, report mockups, wireframes, swim lane diagrams, and flow diagrams.
- Lifecycle Management: Manage requirements throughout the entire management lifecycle, including the creation of traceability matrices and managing change control processes.
- Testing & Quality Assurance: Create comprehensive test plans and test cases. Work directly with end-users on User Acceptance Testing (UAT) to ensure solutions meet business needs.
- Stakeholder Engagement: Act as a liaison between agency unit stakeholders and technical teams to ensure technology integration aligns with the business model.
Mandatory Qualifications
- Certification: Must hold a current Certified Business Analysis Professional (CBAP) certification from the IIBA.
- Experience: 60 to 84 months of experience as a Business Analyst, with the ability to work independently and provide guidance to others.
- Technical Skills: 84 months of experience in eliciting functional/non-functional requirements and creating software development artifacts (Context diagrams, UI specifications, etc.).
- Workshop Facilitation: 84 months of experience facilitating requirement workshops and structured walkthroughs.
- Education: Bachelor’s degree in Business Intelligence, Information Science, Computer Science, Mathematics, or Public/Business Administration.

Compensation & Location
Salary: $105,000 – $155,000 per year (Estimated)
