Role: Cognos Business Analyst (BI & Reporting)

The NYC Department of Consumer and Worker Protection (DCWP) is seeking a Cognos Business Analyst to support the agency’s reporting, analytics, and performance management functions. This role focuses on working with program units to gather requirements, translate business needs into reporting specifications, and coordinate with technical teams to ensure reports and dashboards meet operational and compliance standards. The Cognos BA does not develop reports but serves as the bridge between program stakeholders and the technical Cognos team.

Key Responsibilities:

  • Work closely with DCWP business units (Licensing, Enforcement, Consumer Services, Inspections, Legal, etc.) to gather reporting requirements.
  • Translate business needs into functional specifications, mockups, and reporting requirements for Cognos developers or BI teams.
  • Conduct data analysis to help stakeholders understand trends, metrics, and reporting gaps.
  • Support the creation of RFP documents, business cases, and data documentation for agency initiatives.
  • Assist in defining KPIs, metrics, and data definitions for operational and executive reporting.
  • Coordinate UAT (User Acceptance Testing) for new or updated Cognos reports/dashboards.
  • Ensure reports comply with NYC cyber security, data governance, and internal audit requirements.
  • Prepare user training materials and support business teams in adopting new dashboards.
  • Validate data accuracy by comparing Cognos outputs against source systems such as Dynamics 365, internal databases, and legacy systems.

Required Qualifications:

  • 5+ years of experience as a Business Analyst, preferably with a focus on reporting/BI.
  • Working knowledge of IBM Cognos Analytics (as a power user or requirements BA – not a developer).
  • Strong skills in requirements gathering, business process analysis, and documentation.
  • Ability to create functional specs, data mapping documents, user stories, and acceptance criteria.
  • Experience working with SQL queries or data analysis tools to validate data (not at developer level).
  • Excellent communication and stakeholder management skills.
  • Experience collaborating with technical teams, developers, and database administrators.

Preferred Qualifications:

  • Experience working with NYC government agencies or similar public-sector organizations.
  • Familiarity with licensing, regulatory, and enforcement workflows.
  • Understanding of BI tools such as Cognos, Power BI, or Tableau (user level).
  • Experience documenting KPIs, dashboards, and data dictionaries.

Salary: $135,200 – $135,200 per year
