Spruce Technology is seeking a seasoned Data Warehouse Architect for a high-impact, 30-month contract engagement with a major government agency in Albany, NY. This role is pivotal for the modernization of state-level data infrastructure, focusing on Master Data Management (MDM) and Oracle Data Integrator (ODI). The project aims to streamline data flows across heterogeneous systems, ensuring high data integrity and accessibility for critical government services. This is a Day 1 onsite position, requiring a professional who can integrate immediately into the agency’s technical environment and provide expert architectural guidance.
Core Responsibilities
- Architect, design, and document comprehensive data warehousing solutions tailored for enterprise-level government applications.
- Implement Master Data Management (MDM) strategies to ensure a single version of truth across multiple agency departments.
- Lead the design and implementation of Extract, Transform, Load (ETL) processes using Oracle Data Integrator (ODI).
- Collaborate with Agency subject matter experts to translate complex business needs into robust system requirements.
- Perform database comparative analysis to optimize existing transactional databases and design new, scalable data warehouses.
- Integrate modern data streaming technologies, specifically Kafka, into the existing government data ecosystem.
- Develop and implement systematic data error recovery and cleanup procedures to maintain high data quality standards.
- Provide expert-level SQL development for complex data integrations and business intelligence reporting.
- Present analytical findings and technical architectural plans to stakeholders and technology teams.
Mandatory Qualifications
- Minimum of 12 years of professional experience in Data Warehouse development and implementation.
- At least 84 months (7 years) of dedicated experience with Master Data Management (MDM) frameworks.
- At least 84 months (7 years) of hands-on experience with Oracle Data Integrator (ODI) and ETL technologies.
- At least 84 months (7 years) of experience working directly with government agencies on large-scale IT projects.
- Proven expertise in data modeling and designing normalized Data Warehouse environments.
- Extensive experience with SQL for heterogeneous system integration and business intelligence.
- Demonstrated ability in analytical reasoning and the interpretation of data to solve complex business problems.
- Experience with Kafka integration for real-time data processing in a government context.

Compensation & Location
Salary: $160,000 – $210,000 per year (Estimated)
