Role Overview:
The ERP Project Manager (IT Consultant 3/ITC3) will serve as the primary interface between business owners, stakeholders, and Managed Services Vendors (MSV) for the Ohio Administrative Knowledge System (OAKS) HR/Payroll systems. This role is critical in ensuring these systems optimally support the HR/Payroll operations of the State of Ohio.
Key Responsibilities:
- Assume accountability for MSV execution, service delivery, and overall performance across projects and daily operations.
- Proactively manage business/customer relationships and understand business priorities to effectively manage customer expectations and set OAKS priorities.
- Collaborate with business stakeholders and MSV personnel to translate business requirements into system solutions, including technical designs, statements of work, and change requests.
- Oversee requirements analysis and documentation.
- Coordinate the use of MSV discretionary hours for enhancements.
- Develop Requests for Proposals (RFPs), Statements of Work (SOWs), and Change Requests for procured project services.
- Provide relevant OAKS HR/Payroll systems support status reports.
- Communicate OAKS operational events, priorities, deadlines, and outages.
- Approve requests for enhancements to OAKS HR/Payroll system modules.
- Lead capacity planning and pipeline management.
- Review and approve production migrations.
- Act as an escalation point to resolve serious HR/Payroll system issues.
- Lead, direct, and supervise a small team of IT systems operations professionals supporting OAKS HR/Payroll systems (primarily Oracle/PeopleSoft).
- Guide day-to-day HR/Payroll operations and schedules in coordination with business stakeholders and MSV.
- Drive collaboration with key business, MSV, Security, and other critical technical stakeholder organizations.
- Resolve system issues and ensure service level agreements (SLAs) are met.
- Proactively identify and implement service improvements in operational delivery processes.
- Act as Project Manager for projects related to OAKS HR/Payroll system modules (e.g., payroll, benefits, HR, performance management, time and attendance – UKG Kronos, Learning Management – Cornerstone, Recruit – Cornerstone).
- Monitor project progress, attend meetings, and provide relevant project status reports.
- Develop, implement, and enforce program and project policies and procedures.
- Oversee project financials and vendor contract compliance.
- Participate in the review and approval of vendor estimates.
- Approve project deliverables.
- Perform overall project scheduling coordination.
- Coordinate and support business functional testing efforts.
- Perform other related duties as assigned, including serving as backup, working on special requests, and representing OAKS at meetings and conferences.
Required Skills and Experience:
- ERP Project Management: 3 Years (Required)
- PeopleSoft Human Capital Management 9.2 product experience (Human Resources, Benefits and Administration, ePerformance, Performance Management, Enrollment, Payroll/Compensation, Time Management, Job Data, Position Management, Queries/Reporting, Employee Data, Employee Notifications, Self-service): 3 Years (Required)
- Application management/outsourcing experience, preferably onshore, in a leadership role: Required
- Excellent verbal and written communication skills in a large/complex organization: Required
- Experience with Timekeeping systems such as Kronos: Highly desired
- Experience with Document Management Systems such as OnBase: Highly desired
- Experience with Hiring and Learning Management Systems (Taleo experience is a plus): Highly desired
- Public Sector experience: Highly desired
- Experience working with, or as a part of, a Tier-One System Integrator firm providing PeopleSoft/Oracle professional services: Highly desired
- Ability to interface and resolve issues across all levels of an organization: Highly desired
- Upgrade and/or application patch, bundle, or image experience: Highly desired
- 4-year college degree: Highly desired
- Project Management Professional (PMP) certification: Highly desired
- PeopleSoft Certification(s): Highly desired
- ITIL Certification: Highly desired
Special Requirements
Visa: Any Visa except CPT, TN and GC (PP number is mandatory to fetch I94). Interview Type: TEAMS interview. Must be local to OH with DL.
Compensation & Location
Salary: $100,000 – $140,000 per year (Estimated)
