Position Summary

The GIS Project Manager role is a high-impact position focused on the modernization of geospatial infrastructure for major utility providers. As we move through 2026, the reliance on accurate, real-time spatial data has never been greater. This role is specifically centered on the migration to the Esri Utility Network (UN), a sophisticated framework that provides enhanced modeling capabilities for complex utility assets. Based in Los Angeles, California, this hybrid position requires a leader who can manage the technical intricacies of a GIS migration while maintaining clear communication with diverse stakeholders. As the GIS Project Manager, you will be the primary driver of the migration delivery. This involves more than just overseeing a software upgrade; it requires a comprehensive understanding of how spatial data supports critical utility operations such as gas distribution, electric transmission, and water management. You will be responsible for developing and maintaining detailed project plans that outline every milestone from initial data remediation to final system cutover. Your leadership will ensure that the project remains on schedule, within budget, and aligned with the strategic goals of the organization.

Core Responsibilities

  • Direct the end-to-end execution of the Esri Utility Network migration, ensuring all technical and business requirements are met.
  • Develop comprehensive project roadmaps that account for data validation, testing phases, and final cutover sequences.
  • Manage cross-functional teams consisting of GIS analysts, developers, and database administrators.
  • Maintain rigorous control over project scope, budget, and timelines, utilizing Agile or Waterfall methodologies as appropriate.
  • Facilitate workshops and technical sessions to align departmental goals with the new GIS infrastructure.
  • Identify and mitigate project risks, particularly those related to data integrity and system downtime during migration.
  • Provide regular, high-level status reports to executive leadership, highlighting milestones and resource utilization.
  • Coordinate execution of Utility Network migration activities including data remediation and validation.

Technical and Professional Requirements

  • At least 8 years of experience in GIS or technical project management, specifically within the utility sector (Gas, Electric, or Water).
  • Hands-on experience with ArcGIS Pro, ArcGIS Enterprise, and the Esri Utility Network model.
  • Familiarity with AWS-hosted environments and cloud-based GIS delivery models.
  • Strong understanding of ETL processes and data migration strategies for complex spatial datasets.
  • Excellent presentation skills, with the ability to translate technical GIS concepts for non-technical audiences.
  • PMP certification or equivalent project management credentials preferred.
  • Knowledge of Utility Network migration execution, including validation, testing, and cutover sequencing.

Strategic Impact

In this role, you are not just managing a project; you are building the foundation for the next generation of utility management. The migration to the Esri Utility Network allows for a more detailed and accurate representation of assets, which is essential for safety, reliability, and regulatory compliance. Your ability to navigate the complexities of this migration will have a lasting impact on the organization’s operational efficiency. We are looking for a dedicated professional who is passionate about geospatial technology and committed to delivering excellence in every phase of the project lifecycle. This is a unique opportunity to lead a transformative initiative in one of the most dynamic utility markets in the United States.
