Job Overview

This role supports NYC Health + Hospitals Enterprise Information Technology Services (EITS) in delivering critical IT staffing support across a large healthcare network. The project focuses on enhancing and maintaining enterprise applications, infrastructure, support operations, project delivery, data initiatives, and security programs that enable reliable, modern technology services across the organization.

Under varying levels of direction and expertise, the IT Functional Analyst Level 2 is responsible for the on-going assessment, design, and development and implementation of enterprise wide business applications. Specifically, collect and transform large quantities of information into meaningful business requirements; develop and modify requirements documentation for the design, implementation and support of enterprise business applications developed by internal development teams and those acquired from a third-party vendor; critically evaluate information from various sources, distinguish user needs from actual business needs and partner with business users, project managers, programmers, consultants and IT leadership in optimizing the scope, benefits and risks of actual and proposed projects as well as assist in managing stakeholder expectations.

Key Responsibilities

  • Analyze and document business requirements and processes; communicate requirements to technical personnel by constructing basic conceptual data, process models and flowcharts, and technical specifications.
  • Interview end users, stakeholders, and project sponsors to assess business needs; create business, functional and technical requirements documents based on captured data and in accordance with departmental protocol/standards.
  • Convert the gathered information into details including data sources, data and user types, interface components, interface navigation needs, reporting needs, and administrative system needs.
  • Define external interfaces, constraints, quality issues and other non-functional requirements.
  • Provide the project management team with identified risks, concerns, and ambiguities discovered during requirements gathering; assist the team in developing solutions.
  • Partner with project managers to complete requirements documentation in accordance with project schedule.
  • Plan, organize, facilitate, and lead meetings and workgroups, and oversee and execute follow up activities.
  • Ensure software development team accounts for all defined requirements in coordination with quality assurance team. Ensure that all quality standards comply with internal policies and industry standards.
  • Document changes to baseline requirements through standard change control process. Document software test plans, technical requirements, release notes, user guidelines, and training materials.
  • Plan, coordinate, and support unit acceptance testing and subsequent deployments in coordination with other team leaders.
  • Perform end user and application support functions including problem solving and resolution of application function defects. Provide training on systems and applications.
  • Provide training to and serve as a mentor for Junior Business Analysts and/or other appropriate project team members; manage and evaluate work products for assigned team members.
  • Participate in developing various departmental training initiatives.
  • Identify opportunities for process improvements, analyze them, propose changes, and communicate strategies.
  • Participate in special projects as needed and perform other duties as assigned

This role is approximately 80% remote and up to 20% on-site. The selected candidate must be able to come into the office to perform required work within 48 hours.

Education

A bachelor’s degree from an accredited college or university and Five (5) years of progressive, responsible experience in the field of data processing, computer systems, and applications.

Operations Specialty requires supervisory experience (2 years). or A satisfactory equivalent combination of training, education, and experience.

Required Experience

  • Five (5) years of experience gathering and documenting business and/or functional requirements using interviews, document analysis, workshops, surveys, site visits, business process descriptions, scenarios, business analysis, task and workflow analysis in an information technology, information services, business, analytics or related area
  • At least one full Oracle Cloud implementation for one or more specific modules completed
  • A satisfactory combination of education, training, and experience.
  • Oracle PeopleSoft and/or Oracle Cloud Fusion specific modules
  • EHR (Electronic Health Record) vendors application such as Allscripts and Epic is a plus and Other various Hospital applications such as Onbase, Incident Management Systems, ERP, etc.

  • Demonstrates the ability to work on multiple projects simultaneously and prioritize work to meet changing deadlines.
  • Experience and knowledge of the Microsoft Office Suite including Visio and Project
  • Understanding of software User Interface design, the software development life cycle (or Joint Application Development), and possess knowledge or exposure to project management methodologies.
  • Must be able to work independently and as part of a fast-moving team
  • Health Care Experience and Knowledge of New York City Health and Hospitals Corporation are a plus.
  • Extensive knowledge in the characteristics of Information technology, computers, peripheral devices, communications systems and hardware capabilities, programming languages are a plus
  • Network Services requires a telecommunications background and experience

Special Requirements

Hybrid work model with up to 20% on-site requirement within 48 hours notice.


Compensation & Location

Salary: $90,000 – $130,000 per year (Estimated)
