Role: IT Project Manager
We are seeking a highly experienced IT Project Manager to lead complex, high-impact hybrid agile initiatives for the South Carolina Department of Environmental Services (SCDES). This role is crucial for aligning project execution with organizational strategy, driving cross-functional collaboration, and mentoring junior project managers. The primary focus will be on managing the agency’s Application Migration and Modernization project, transitioning applications from a former agency to SCDES, modernizing the technology portfolio, enhancing operational efficiency, and reducing costs.
Key Responsibilities:
- Direct and manage complex, high-impact projects using hybrid Agile methodologies.
- Develop and deliver executive-level project updates and presentations.
- Facilitate collaboration between business leaders, product owners, and technical teams to align project goals with stakeholder expectations.
- Lead Agile events including sprint planning, reviews, retrospectives, and daily stand-ups.
- Coach and mentor junior project managers and project staff.
- Support enterprise-wide planning and systems integration efforts.
- Ensure compliance with state procurement and fiscal policies, including contract negotiation and vendor management.
- Interpret and apply laws, regulations, and agency policies to ensure accountability and compliance.
- Manage the Application Migration and Modernization project, ensuring timely delivery within scope and budget.
- Oversee the transition of applications to the SCDES environment.
- Drive modernization of the technology portfolio and enhance operational efficiency.
Required Qualifications & Experience:
- Masters degree (MBA, IT, or related field) preferred.
- 12+ years of experience in project management, preferably in a government or enterprise environment.
- PMP (Project Management Professional) certification is mandatory.
- At least one Agile certification (e.g., PMI-ACP, SAFe Agilist, DASM) is required.
- Demonstrated experience leading large-scale projects of moderate complexity and risk.
- Proven experience leading Agile teams and managing project lifecycles.
- Proficiency with Agile project management tools such as Microsoft Planner, JIRA, or similar.
- Experience with application migration projects.
- Experience with complex IT initiatives.
- Experience working with South Carolina state agencies is a strong plus.
- Knowledge of government procurement & budgeting.
- Experience with vendor management & contract negotiation.
Work Location & Schedule:
- Fully onsite initially in Columbia, SC.
- Potential for telecommuting two days per week after 3 months and meeting certain project milestones.
Special Requirements:
- Project Management Professional (PMP) certification.
- Agile certifications (PMI-ACP, SAFe Agilist, DASM).
- US Citizen, Green Card Holder, H4 EAD, or GC EAD with back copy.
Special Requirements
Visa: USC / GC / H4 / GCEAD with back copy. MOI 1 round, Virtual/Online. PMP (Project Management Professional) mandatory. At least one Agile certification. Work Location: Fully onsite until the candidate is eligible for telecommuting two days per week after 3 months and certain project milestones being met.
Compensation & Location
Salary: $120,000 – $160,000 per year (Estimated)
