Role Overview
Quantum World Technologies Inc. is seeking a highly skilled and bilingual IT Sourcing Manager (SCM) to join our client’s team in Sunnyvale, CA. This is a critical 100% onsite role that requires absolute fluency in Chinese to effectively manage and negotiate contracts originating from China while based in the United States. The successful candidate will serve as a bridge between domestic operations and international suppliers, ensuring that IT procurement strategies are executed with precision, cost-efficiency, and cultural alignment.
Key Responsibilities
- Identify, evaluate, and onboard potential IT suppliers based on complex technical requirements, budgetary constraints, and long-term business objectives.
- Lead high-stakes negotiations with suppliers to secure optimal pricing, favorable terms, and industry-leading service levels.
- Draft, review, and manage a diverse portfolio of IT contracts and agreements, ensuring strict compliance with corporate policies and legal standards.
- Manage the full lifecycle of China-based contracts, utilizing native-level Chinese language skills to navigate legal nuances and cultural business practices.
- Monitor and enforce Service Level Agreements (SLAs) and other performance metrics to ensure vendor accountability.
- Identify and implement cost-saving initiatives through strategic sourcing, vendor consolidation, and alternative sourcing strategies.
- Coordinate closely with the IT Department for the procurement, renewal, and decommissioning of hardware and software assets.
- Engage with internal stakeholders to understand evolving IT requirements and ensure procurement activities align with broader business goals.
- Negotiate complex terms for on-premises solutions and SaaS agreements, collaborating with legal and business units as necessary.
- Assist in the procurement of data center (DC) infrastructure, demonstrating a deep understanding of operational capabilities and technical specifications.
Required Qualifications
- Bachelor’s degree in Information Technology, Supply Chain Management, Business Administration, or a related field.
- 2-4 years of proven experience in IT supply chain management or a strategic sourcing role.
- Native or professional fluency in Chinese (Mandarin) is mandatory for managing international contracts.
- Strong negotiation skills with a track record of managing complex contract portfolios.
- Excellent interpersonal and communication skills, with the ability to build rapport with global vendors.
- Analytical mindset with the ability to solve problems and identify market trends.
- Knowledge of procurement processes, strategic sourcing methodologies, and IT asset management.

Compensation & Location
Salary: $115,000 – $165,000 per year
