Role Overview: Lead Business Analyst at VDOT
We are seeking a strategic and people-focused Lead Business Analyst for a high-impact role supporting the Virginia Department of Transportation (VDOT) in Richmond, VA. This position is designed for a seasoned professional who excels at the intersection of technical requirements and organizational leadership. As a Lead BA, you will not only manage complex project requirements but also serve as a mentor and servant leader for a dedicated team of 8 to 10 Business Analysts. Your primary mission will be to improve the quality, consistency, and overall impact of the Business Analysis function across the enterprise, ensuring that technology solutions are perfectly aligned with business objectives.
Key Responsibilities and Leadership
- Team Mentorship and Servant Leadership: Act as a primary coach for a team of 8-10 BAs, removing operational roadblocks, fostering professional growth, and promoting a culture of excellence and shared understanding.
- Standards and Documentation: Establish and refine enterprise-level BA methods and templates. You will be responsible for the integrity of Business Requirements Documents (BRDs), Requirements Traceability Matrices (RTMs), user stories, and acceptance criteria.
- Stakeholder Alignment: Serve as a trusted liaison between business units, IT teams, and external vendor partners. You will facilitate discovery sessions and workshops to bring clarity to complex business needs.
- Strategic Influence: Present findings and project updates to senior leadership with confidence, translating technical complexities into actionable business insights.
- Agile Delivery: Lead requirements elicitation and management within Agile frameworks, specifically Scrum and Kanban, utilizing tools like Jira and Azure DevOps to maintain project momentum.
- Quality Assurance Support: Validate requirements for technical feasibility and business value, supporting testing approaches that encompass functional, non-functional, and data-related requirements.
Required Qualifications
- Bachelor’s degree in Information Technology, Business Administration, or a related field.
- Minimum of 7 years of professional Business Analyst experience.
- At least 3 years of experience in a leadership or mentoring role, guiding other analysts.
- Expert-level knowledge of the full BA lifecycle, including elicitation, documentation, and stakeholder management.
- Strong proficiency with ALM tools such as Jira or Azure DevOps.
- Exceptional communication skills, with the ability to influence decisions at the executive level.
Work Environment and Special Requirements
This is a 6-month contract-to-hire opportunity located onsite in Richmond, Virginia. Candidates must be local to the Richmond area or willing to relocate immediately, as the client requires an onsite presence and an onsite interview. A strong, verifiable LinkedIn profile is mandatory for the submission process. Compensation & Location
Salary: $115,000 – $165,000 per year (Estimated)
