Role Overview
The Lead Business Analyst is a strategic, people-focused leadership role within the Virginia Department of Transportation (VDOT) project ecosystem. This position is designed for a high-level professional who can elevate the quality, consistency, and impact of Business Analysis across the organization. As a Lead, you will serve as a servant leader for a dedicated team of 8 to 10 Business Analysts, removing obstacles, coaching their professional growth, and promoting industry-standard BA practices. This role is ideal for an individual who leads through influence, builds trust quickly, and excels at helping cross-functional teams reach clarity and shared understanding in complex technical environments.
Key Responsibilities
- Establish, refine, and promote consistent BA methods, templates, and documentation standards across the enterprise.
- Ensure the delivery of high-quality requirements, including Business Requirements Documents (BRDs), Requirements Traceability Matrices (RTMs), user stories, and acceptance criteria.
- Validate requirements to confirm business value, technical feasibility, and alignment with organizational goals.
- Provide clear and constructive feedback to improve BA deliverables and reduce rework within the project lifecycle.
- Act as a trusted liaison between business units, IT teams, and vendor partners to bring clarity to complex business needs.
- Facilitate workshops, discovery sessions, and cross-team discussions that support critical decision-making.
- Mentor and develop Business Analysts, building their confidence and strengthening their analytical skills.
- Identify opportunities to improve BA processes, tools, and team capabilities, including the introduction of new methods or standards.
- Model accountability, transparency, and a commitment to high-quality work while managing multiple priorities.
Technical Qualifications
- Bachelor’s degree in Business, Information Technology, or a related field.
- 7+ years of Business Analyst experience, with at least 3 years in a mentoring or leadership capacity.
- Expert-level knowledge of elicitation techniques, requirements documentation, and process modeling.
- Strong proficiency with Agile methodologies, specifically Scrum or Kanban.
- Experience with enterprise-level or multi-module systems and ALM tools such as Jira or Azure DevOps.
- Excellent communication skills, with the ability to translate complex ideas for executive leadership and technical teams.
Special Requirements
Candidate must work onsite at the downtown Richmond, Virginia office. Local to VA only. Servant leadership focus.
Compensation & Location
Salary: $135,000 – $175,000 per year (Estimated)
