Project Overview
Compunnel is seeking a highly experienced Lead Business Systems Analyst for a high-profile, 12-month onsite engagement with the City of Phoenix. This is a critical role within the municipal government infrastructure, focused on optimizing and modernizing essential public service systems. The successful candidate will serve as the primary bridge between various city departments and the technical implementation teams, ensuring that all software solutions meet the rigorous standards required for public sector operations. This position requires a deep understanding of government workflows and the ability to manage complex stakeholder relationships in a transparent and efficient manner.
Key Responsibilities
- Lead the elicitation and documentation of complex business requirements for large-scale municipal software projects.
- Conduct thorough gap analysis between current state processes and future state requirements, providing strategic recommendations for system improvements.
- Facilitate workshops and meetings with City of Phoenix department heads to define project scope and objectives.
- Develop detailed functional specifications, use cases, and process flow diagrams to guide technical development.
- Oversee the User Acceptance Testing (UAT) process, ensuring that all delivered solutions meet the defined business needs and quality standards.
- Ensure strict adherence to state and local government compliance regulations, data privacy laws, and security protocols.
- Provide expert guidance on the integration of legacy systems with modern cloud-based or enterprise-level applications.
- Manage project timelines and deliverables, providing regular status updates to both Compunnel leadership and City of Phoenix stakeholders.
Required Qualifications
- Extensive experience as a Business Systems Analyst, with a proven track record of leading large-scale IT projects.
- Mandatory experience working within State or Local Government environments; candidates without this experience will not be considered.
- Strong proficiency in business process modeling, requirements management tools, and the SDLC (Software Development Life Cycle).
- Exceptional communication skills, with the ability to present complex technical information to non-technical audiences.
- Ability to work 100% onsite in Phoenix, AZ, for the duration of the 12-month contract.
- Strong analytical and problem-solving skills, with a focus on delivering efficient and cost-effective solutions for public sector challenges.

Compensation & Location
Salary: $115,000 – $165,000 per year (Estimated)
