Role Overview
We are seeking a highly skilled and experienced Mainframe Modernization Consultant for a long-term engagement based in Sacramento, CA. This role is pivotal for our client’s digital transformation strategy, focusing on the evolution of legacy mainframe systems into modern, agile, and cloud-integrated architectures. The ideal candidate will possess a unique blend of deep-rooted mainframe expertise and a forward-looking understanding of modern cloud technologies, microservices, and DevOps practices.
Key Responsibilities
- Analyze complex business requirements and translate them into detailed technical specifications and efficient mainframe program logic.
- Design, develop, and maintain mission-critical applications using a core stack of COBOL, JCL, CICS, DB2, and VSAM.
- Lead and execute modernization initiatives, including in-place modernization and the migration of legacy applications to cloud platforms such as z-cloud and other major cloud providers.
- Develop modern codebases to support mainframe integration with cloud-native environments, utilizing Java, JSON, APIs, and Microservices.
- Provide expert-level support for mainframe migration projects, ensuring data integrity, system performance, and minimal business disruption.
- Implement and manage modern infrastructure solutions, including Kubernetes, DevOps pipelines, and containerized deployments for hybrid environments.
- Collaborate with cross-functional teams to integrate mainframe systems with off-premises applications, SaaS solutions, and Edge computing platforms.
- Perform rigorous unit, integration, and regression testing to ensure the stability and reliability of modernized systems.
- Ensure all modernization efforts adhere to strict network security protocols and enterprise compliance standards.
Technical Requirements
- Minimum of 5 years of hands-on experience in mainframe application development and systems analysis.
- Expert proficiency in COBOL, JCL, CICS, DB2, and VSAM-based application development.
- Proven experience with CA-MMIS (California Medicaid Management Information System) or similar healthcare claims processing systems is highly preferred.
- Strong knowledge of modernization technologies: Java, JSON, RESTful APIs, and Microservices architecture.
- Experience with cloud migration strategies and platforms, specifically z-cloud or hybrid cloud environments.
- Familiarity with middleware and messaging technologies such as WebSphere and MQ.
- Hands-on experience with modern deployment tools including Kubernetes and CI/CD DevOps pipelines.
Preferred Qualifications
- Deep domain knowledge in Healthcare claims processing and regulatory requirements.
- Strong analytical and problem-solving skills with the ability to navigate complex legacy codebases.
- Excellent communication skills, with the ability to articulate technical concepts to both technical and non-technical stakeholders.
- Local candidates in the Sacramento, CA area are strongly preferred for this long-term contract.

Compensation & Location
Salary: $140,000 – $160,000 per year (Estimated)
